The part voted on: ‘recalls that the EU Treaty framework already allows a number of different institutional forms of cooperation in the field of foreign, security and defence policy and notes with regret that the potential for fast action in this field, as provided for in the ‘passerelle clauses’ of the TEU, has been used only in a very limited manner; calls on the Council to consider all possibilities to strengthen and deepen its process for decision-making on the CFSP/CSDP with a view to realising the untapped potential within the Treaties; reiterates its call for the Council to gradually switch to qualified majority voting for decisions on the CFSP and CSDP, at least in those areas that do not have military implications; suggests, furthermore, that the Council pursue making full use of the ‘passerelle clauses’ and the scope of articles that enhance EU solidarity and mutual assistance in the event of crises;’ without the words: ‘reiterates its call for the Council to gradually switch to qualified majority voting for decisions on the CFSP and CSDP, at least in those areas that do not have military implications;’
