The part voted on: ‘whereas in its decision of 15-17 September 2025 concerning the pending enhanced supervision of the execution of the ECtHR judgments in <i>Rana group</i> v. <i>Hungary</i>, the Committee of Ministers of the Council of Europe expressed deep concern about the authorities’ persistent failure to take any measures in response to the violations, recalled with deep regret that, while for many years recognition of gender reassignment was permitted on the basis of an informal practice, the May 2020 legislative amendments have made it impossible for transgender persons with Hungarian birth certificates to obtain legal gender recognition in Hungary and that these developments considerably aggravate the uncertainty for the persons concerned and could lead to similar violations, and deplored the fact that the 2025 amendment to the Fundamental Law enshrined this legal ban also at the constitutional level;’
