By 2 years after the entry into force of this directive, the Commission shall adopt delegated acts, in accordance with Article 21, in order to lay down specific requirements with regard to instruction, which shall encompass at least: (a) required competences for driving instructors; (b) general conditions; (c) initial qualifications; (d) quality guarantee and lifelong learning; (e) acquired rights; The Commission may subsequently amend those delegated acts in order to take account of technical, operational or scientific developments. 3. Driving instructors already working as such before [...the entry into force of this Directive] shall be subject only to the requirements concerning quality assurance and regular periodic training measures.’ without the words: ‘By 2 years after the entry into force of this directive, the Commission shall adopt delegated acts, in accordance with Article 21, in order to lay down specific requirements with regard to instruction’ and ‘The Commission may subsequently amend those delegated acts in order to take account of technical, operational or scientific developments.’
