SHORT JUSTIFICATION
The Rapporteur decided to propose amendments to the NRPP proposal with the overall objective to ensure that transport, which used to constitute a core part of the cohesion policies, is still considered an essential element under the new framework.
The main elements of the draft opinion are the following:
Ø The draft more precisely details the specific objectives related to transport under article 3 to make sure that Member States have credible plans and proper funding when it comes to essential EU mobility projects such as the completion of TEN-T core and extended core networks, in particular missing links of European significance and Sustainable Urban Mobility Plans, or the decarbonisation of transport, including deployment of alternative fuel infrastructure or improved resilience of transport networks.
Ø In addition, the amendments aim to ensure that the completion of the TEN-T network, and especially the national sections, is treated not as one of the policy objectives of the Fund, but as a binding implementation priority. In particular, the Rapporteur wants to emphasise the need for Member States to align their investment strategies with the legally established deadlines of the TEN-T Regulation, and in complementarity with the Connecting Europe Facility. To that end, the Rapporteur underlines that funding under the Plans should be conditional upon the presentation of credible, mature and time-bound project pipelines. Concretely, the Rapporteur proposes that at least 20% of the financial envelope for the implementation of the Fund (excluding CAP interventions and border management) be dedicated to the transport specific objectives. This is needed to secure sufficient funding for transport projects in the context of competition among policies for financing, to ensure predictability of investments, and to prevent the dilution of transport funding in an increasingly complex policy landscape.
Ø The draft opinion furthermore underlines the importance of improving connectivity of remote, rural, insular and peripheral regions with the rest of Europe and supports transport infrastructure investment for outermost regions, reflecting a strong political commitment to territorial cohesion, equal opportunities and to the “right to stay”, ensuring that citizens in these regions are not left behind when it comes to mobility and accessibility to essential services.
Ø The inclusion of tourism as a specific objective acknowledges its strategic role for employment, SMEs and regional development and cohesion, while respecting the limits of Union competences. The Rapporteur develops the specific objectives related to tourism by incorporating elements from the recently adopted TRAN tourism INI and with the intention of implementing the EU Sustainable Tourism strategy.; To underline its importance, the Rapporteur proposes that at least 5% of the financial envelope for the implementation of the Fund (excluding CAP interventions and border management) be dedicated to tourism specific objectives.
Ø The draft opinion also highlights the need for affordable, clean and accessible transport and the necessity to address transport poverty in the context of the Social Climate Plans as it is a prerequisite for better inclusion. By doing so, the Rapporteur wants to highlight that mobillity is not only an infrastructure issue but also a key social policy instrument, directly linked to equal opportunities, such as housing, labour market access and social inclusion.
Ø Furthermore, the Rapporteur highlights the importance of road safety, life-cycle maintenance and climate adaptation of transport infrastructure as integral components of TEN-T implementation, with a view to safeguard long-term functionality and resilience. Climate resilience is not only an environmental necessity but also an economic imperative to ensure the continuity of supply chains and the proper functioning of the internal market.
Ø The Rapporteur also wants to reflect the importance to develop dual-use TEN-T infrastructure for military and civilian needs. This reflects the evolving geopolitical context and the need to strengthen the Union’s preparedness, including through enhanced military mobility and the protection of critical infrastructure.
Ø Finally, the Rapporteur’s amendments also propose to reinforce the role of regional and local authorities and promote a genuine multi-level governance approach, which is key to the effectiveness and legitimacy of the Plans. In that regard, the Rapporteur systematically strengthened wording on the respect of the partnership principle and existing structures.
To sum up, the Rapporteur wishes to reflect a coherent approach whereby transport policy is not treated in isolation but as a cross-cutting enabler of cohesion, competitiveness, social inclusion and security, requiring both strong strategic direction and coordination at Union, national and regional and local levels.

Finally, while leaving this horizontal issue mainly to the lead committees, the Rapporteur wanted to include references to the fact that the NRP plans shall be adopted and revised - including in the process of the mid-term review - via delegated acts to allow for stronger scrutiny powers from the Parliament.

Its major impacts on global markets, such as disruption of global food security, has highlighted the fact that the Union’s internal market and its transport network cannot be viewed in isolation when it comes to shaping Union policy. The National and Regional Partnership Plans will provide comprehensive and coherent support to the Member States and regions facing those challenges while learning best practices such as Solidarity Lanes to enable smooth export and import of goods, as well as the importance of a resilient rail sector in ensuring dual-use transport needs. They should also aim to promote innovative economic transformation, help achieve the 3% of GDP Research and Development target and the development and use of advanced technologies, the uptake of advanced digital solutions, including AI, secure and trusted ICT connectivity, while bridging the innovation and digital divides. The implementation of the Fund shall respect the principles of subsidiarity and proportionality, ensuring that decision making remains as close as possible to citizens and that Member States and regions retain a primary role in defining investment priorities, including in key areas such as transport and territorial connectivity. |

| (29) Each Member State should submit to the Commission a NRP Plan, as a rule, by 31 January 2028 so that it can be given careful and timely consideration. To ensure fast implementation of the Fund, Member States should be able to submit a draft NRP Plan from June 2027. Member States should design and implement the NRP Plans in partnership with local and regional authorities, economic, social and rural partners and civil society organisations and other relevant stakeholders in accordance with the national legal framework and the rules set out in this Regulation. The NRP Plans should be designed in close cooperation with the Commission, prepared in accordance with the template provided and made publicly available following their adoption by the Council on the basis of the Commission’s assessment and proposal for a Council implementing decision. In line with current arrangements, Member States will have the possibility to include regional and territorial chapters in their NRP Plan and should be required to ensure that regional managing authorities receive regular payments, based on the progress of their respective measures, and an amount at least equivalent to their Union contribution by the end of the period, subject to potential corrections resulting from the implementation of their respective chapter(s). To ensure effective governance of the NRP Plan, Member States should set up monitoring committees for the chapters and a coordinating committee at the level of the NRP Plan. | (29) In line with its constitutional organisation each Member State should submit to the Commission a NRP Plan, as a rule, by 31 January 2028 so that it can be given careful and timely consideration. To strengthen Union competitiveness in strategically important sectors while ensuring that the level playing field is not compromised, the NRP Plans should include cross-border and multi-country projects, in particular Important Projects of Common European Interest (IPCEIs) focusing on either research, development, innovation or first industrial deployment or on the construction of important infrastructure open for third party use, taking into account, in particular, the analyses provided in the latest Annual Single Market and Competitiveness Report. Member States should concentrate resources under their Plans on reducing economic social and territorial disparities, in particular in less developed regions. | (47) The outermost regions face specific challenges linked to their remoteness, topography and climate as referred to in Article 349 TFEU and also have specific assets, in particular to develop a sustainable blue economy. Therefore, the concerned Member States should include measures to support each outermost region in their NRP plan to provide for their specific needs and challenges such as food security, housing, transport, water and waste management, energy, education and skills, migration, climate change resilience and adaptation, environmental protection, access to healthcare, energy, transport and digital connectivity and economic development, including a sustainable and diversified blue economy. | (47) The outermost regions face a combination of permanent structural constraints linked to their remoteness as referred to in Article 349 TFEU through their territorial isolation, the small size of the local market and their economic dependence on a limited number of products. They also have specific assets, notably in terms of biodiversity, the sustainable blue economy and sustainable transition. Therefore, the concerned Member States should include in their NRP plan measures to support each outermost region, with adequate allocations to provide for their specific needs and challenges such as food security, housing, transport, water and waste management, energy, education and skills, migration, climate change resilience and adaptation, environmental protection, access to healthcare, energy, reliable sustainable transport guaranteeing accessibility and affordability of services and digital connectivity and economic development, including a sustainable and diversified blue economy. Air and maritime transport are essential for connecting those regions to the European mainland, to each other and to neighbouring countries and territories. In the absence of alternative modes of transport, this dependency entails higher costs, thereby affecting their competitiveness, increasing the cost of imports and exports of goods and services, and impacting citizens’ daily lives. Ports, airports, maritime routes and regular air connections therefore play a crucial role in the connectivity, economy and cohesion of the outermost regions and therefore require adequate investment in maintenance and sustainable development, including in view of supporting key sectors such as tourism. In that context, particular emphasis should be placed on the need for Member States to invest in transport infrastructure in outermost regions, in order to ensure effective integration into the trans-European transport network to guarantee accessibility and connectivity. Such investment should also encompass the development and provision of adequate, affordable and reliable sustainable transport services, ensuring accessibility for both passengers and goods. |

Therefore, the Social Climate Plans should be integrated into the NRP Plans from 2028 onwards. This should allow for a more efficient use of Union funds and support a more effective and coherent delivery of the objectives of the fund. This would avoid running similar systems and processes being run in parallel thereby bringing clear benefits in terms of improved policy planning, policy consistency and simplification efforts. It should also ensure the application of common rules, notably regarding respect for the rule of law and compliance with the Charter of Fundamental Rights of the European Union, while Member States’ current allocations under the Social Climate Fund would continue to apply.
