Part A: Methodology for determining sampling points

Determination of soil sampling points (sample survey)The sample survey shall be designed from a complete sample frame containing the best available information on the soil properties distribution, including but not limited to information resulting from previous national measurements and measurements under the LUCAS programme. The sampling scheme shall be a stratified random sampling optimized on the soil health descriptors. The size of the national sample shall meet the requirement of a maximum percent error (or Coefficient of Variation) of 5% for the estimation of the area having healthy soils. The Commission sample for the survey set under Art 6(4) may contribute to a maximum of 20 % of the size of national samples. The allocation and size of the sample shall be determined by applying the Bethel algorithm (Bethel, 1989) accounting for the required maximum estimation error.

Justification

The basic target for permissible coefficients of variation is sufficient, as Member States are responsible for delimitation of soil districts by targets and related sample size and design. More detailed targets are not required here.

Justification

When determining plant-available P in forest soil, there is agreement between national forest inventories and ICP Forests on methods suitable for forest soils. One method recommended in the scientific literature (Fäth et al. 2019) is citric acid extract, as it is associated with nutrition for forest trees. The relevant methods should therefore be authorised for forest soils.

Justification

For methodological and interpretative reasons, soil basal respiration appears unsuitable as a primary indicator of soil biodiversity. It is therefore proposed that alternative indicators should be authorised that are mandatory and not merely optional or complementary.
