The rapporteur believes strengthening Europe’s capacity to produce food sustainably within the Union reduces dependence on imports from third countries, which are often associated with higher emissions, longer transport distances and lower environmental standards. Increasing sustainable domestic production therefore contributes to the reduction of global greenhouse gas emissions and supports the achievement of the Union’s climate and environmental targets. A resilient European food system is thus not only an economic and strategic priority, but also an essential component of effective environmental and climate policy.

In addition, the rapporteur believes that an upward only approach to the co-financed allocations, which encompass eco-schemes, is essential to ensure continuity and financial predictability of environmental ambition through eco-schemes.

Furthermore, the rapporteur underlines that support for technology, digital tools and digital innovation is a critical enabler of environmental performance in agriculture. Precision farming technologies allow for more targeted use of inputs such as fertilisers, water and plant protection products, thereby reducing emissions, nutrient losses and pressure on ecosystems while maintaining or improving productivity. The use of digital tools, including artificial intelligence, can support real-time monitoring, predictive modelling and decision-making at farm level, improving efficiency and resilience in the face of climate change. Investment in these technologies contributes directly to the CAP’s environmental objectives by reducing waste, optimising resource use and lowering the overall environmental footprint of agricultural production.

In relation to support to farmers for participation in risk management tools, lowering the threshold in exceptional circumstances gives farmers earlier access to support. In the case of small and medium farmers for whom below 20% can still be financially destabilising, it could be the difference in saving a business, and down the line, avoiding farm abandonment and land degradation.

Finally, the rapporteur considers that generational renewal is intrinsically linked to the environmental ambitions of the Common Agricultural Policy. Younger and new entrants to farming play a key role in the uptake of innovative, climate-friendly and resource-efficient practices. Ensuring that farming is an attractive, economically viable profession for young and female farmers is therefore essential not only for the continuity of agricultural activity, but also for the long-term sustainability of land management. Without generational renewal, there is a risk of land abandonment, reduced environmental management and the loss of accumulated environmental gains achieved through CAP-supported measures.

(1) The Commission Communication of 19 February 2025 entitled ‘A Vision for Agriculture and Food’4 announces that the common agricultural policy (the ‘CAP’) post-2027 enhances responsibility and accountability for Member States on how they meet the CAP objectives, supporting and stabilising farmers’ incomes and attracting a future generation of farmers, and guaranteeing food security. The new CAP is to be a simpler and more targeted Union common policy, with more flexibility for farmers and a shift from requirements to incentives, for farmers.(1) The Commission Communication of 19 February 2025 entitled ‘A Vision for Agriculture and Food’4 announces that the common agricultural policy (the ‘CAP’) post-2027 enhances responsibility and accountability for Member States on how they meet the CAP objectives, supporting and stabilising farmers’ incomes, ensuring a future-proof agri-food sector that maintains long-term environmental, social and economic sustainability and resource efficiency, attracting a future generation of farmers, and guaranteeing food security, and promoting social cohesion in rural areas. Therefore, its implementation should be based on a distinct and clearly delineated financial framework. The new CAP is to be a simpler and more targeted Union common policy, with more flexibility for farmers and a shift from requirements to incentives. That simplification should not weaken social, environmental, and climate standards, but should support farmers in implementing those.

(3a) In the context of the new geopolitical and security challenges, as well as the significant increase in the costs of agricultural inputs, particularly energy and fertilisers, food security must be placed at the heart of the CAP; this should strengthen the economic, environmental and social resilience of the agricultural sector, support farmers in the face of economic pressures and ensure that the Union’s production capacity is maintained through productive and healthy soils, high-quality water that is used efficiently and regenerative practices, while also guaranteeing access for citizens to safe, sufficient and affordable food.

To advance towards a competitive, resilient and sustainable agricultural sector, in line with the outcome of the stakeholders’ consultations, the CAP national recommendations should provide a sufficient level of policy steering at Union level, to guide Member States in the design of their NRP Plans as regards agriculture, defining the relevant interventions on the basis of their specific challenges and needs.(4) In order to ensure that the Union adequately addresses the most pressing challenges for the agricultural sector, it is appropriate to provide for a steering mechanism reflecting the orientations of the Vision for Agriculture and Food as well as the outcomes of the Strategic Dialogue on the future of EU agriculture for a targeted policy. To advance towards a competitive, resilient and sustainable agricultural sector, in line with the outcome of the stakeholders’ consultations, the CAP national recommendations should provide a sufficient level of policy steering at Union level, to guide Member States in the design of their NRP Plans as regards agriculture, defining the relevant interventions on the basis of their specific challenges and needs and to ensure that the NRP Plans support the CAP, ensuring the CAP maintains a European policy aimed at ensuring food security, keeping farmers’ incomes stable and maintaining the Union’s production capacity and protecting the factors of production, while giving Member States flexibility to adapt to national, regional and local conditions.

(4b) It is essential to ensure a consistent and effective approach to the development of this policy, taking into account the timely involvement of relevant stakeholders in the agricultural sector. In order to further develop the CAP in a coherent, integrated and manageable manner, an adequate and reliable funding framework is required, in view of the increasing challenges faced by the agricultural sector, including rising production costs, a complex geopolitical situation, and the need to meet climate and biodiversity objectives.

(6a) Strengthening the Union’s strategic autonomy, food security and long-term competitiveness requires scaling up the sustainable production of protein crops within the Union. Achieving this transformation requires coherent and coordinated support across the entire value chain, from research and innovation in breeding and seed systems to investments in storage, processing capacity and the development of stable market outlets and consumer demand. The CAP plays a central role in enabling this transition by de-risking farm diversification through targeted income and investment support, advisory services, innovation and risk-management tools, while strengthening farmers’ position in the value chain and their ability to capture added value, including through on-farm processing. Member States are therefore encouraged to design CAP interventions in a strategic and coordinated manner, through a "starter pack for protein crops". Member States should ensure strong complementarity with other Union policies and instruments, including research and innovation programmes, and investment support instruments to foster a favourable food environment for protein crops intended for human consumption as well as for livestock production based on sustainable and locally sourced feed. For the purposes of this Regulation, protein crops should be understood as the crops listed in Annex I, Part IV, of [Regulation (EU) …/… on the common organisation of the markets in agricultural products].

(7) In line with the objective of achieving a better balance between incentives and requirements, Member States should target support through their NRP Plans towards CAP priorities, which are essential for the long-term sustainability of agriculture. The CAP post-2027 should accelerate the transition towards more sustainable production methods, contributing to climate-neutrality objective by 2050. The new CAP should offer better rewards for delivering more ambitious ecosystem services which go beyond the results achieved through mandatory requirements. The new CAP should strike a new balance between a farm stewardship with a set of mandatory requirements, and agri-environmental and climate actions which support commitments beneficial for the environment, climate and animal welfare and a transition towards more resilient production systems.(7) In line with the objective of achieving a better balance between incentives and requirements, Member States should target support through their NRP Plans towards CAP priorities, which are essential for the long-term sustainability and viability of agriculture. The CAP post-2027 should accelerate the transition towards more sustainable production methods, contributing to climate-neutrality objective by 2050 and to the Union’s 2030 and 2040 greenhouse gas emission reduction pathways, given that economic and environmental farm resilience cannot be achieved without reducing greenhouse gas emissions from agriculture and land use. The CAP should support farmers to reduce methane emissions from agriculture, including through improved livestock management, manure treatment and sustainable nutrient management, in line with the international commitments undertaken by the Union under the Global Methane Pledge.

(7a) Livestock production within the Union should follow high standards of animal welfare, ensure the responsible use of natural resources, contribute to climate and environmental objectives, guarantee fair working conditions and support social cohesion, and provide a stable and economically viable source of income for farmers and other actors in the agricultural value chain. Extensive livestock should be characterised by use of grazing on natural or semi-natural pastures as well as by low external inputs such as feed and antimicrobial use;

(7b) Extensive livestock production and other sustainable grazing methods, including rotational grazing, management of permanent pasture, mixed grazing systems and other practices maintaining permanent grassland and pasture ecosystems, contribute to carbon sequestration, soil protection, biodiversity conservation, water retention and the sustainable management of natural resources, while supporting the economic viability of livestock farming systems and the provision of ecosystem services in rural areas. The new CAP should offer better rewards for delivering more ambitious ecosystem services which go beyond the results achieved through mandatory requirements. Such incentives should be financially attractive enough to motivate and reward farmers who adopt these practices. The new CAP should strike a new balance between a farm stewardship with a set of mandatory requirements, and agri-environmental and climate actions which support commitments beneficial for the environment, climate, biodiversity and animal welfare and a transition towards more resilient production systems.

(7c) In that context, support for animal welfare should promote a transition towards higher standards based on the Five Domains model. The CAP should also take into account the One Health approach, recognising the interconnection between human, animal and environmental health. Animal welfare improvements should be recognized as a strategic investment supporting the resilience and long-term sustainability of the Union livestock sector, contributing to food security, helping stabilise farmers’ income and supporting farmers in adapting to societal demands. By reducing avoidable losses and improving animal health, such practices which help strengthen risk management and support the long-term viability and competitiveness of the Union livestock sector, while also contributing to its climate and environmental objectives.

(7e) Organic farming can play a key role in the transition towards sustainable food systems and should be further promoted in order to contribute to the Union objective of reaching at least 25 % of agricultural land under organic farming by 2030. To ensure the economic viability of farms and acceptance of environmental measures, measures must be designed in such a way as to ensure food security and not to generate disproportionate administrative burdens for farmers, especially for small and medium-sized farms.

(7f) In the context of ensuring environmental, economic and social sustainability and effective use of Union´s resources, it should be understood that in situ and ex situ monitoring and reporting are an important part for effective protection of environment, preservation of biodiversity and conservation of species. Relevant monitoring and reporting activities, such as for the calculation of the Farmland Pollinator Indicator, soil monitoring or contaminants monitoring via honeybees, should thus be supported by the Commission and all Member States regularly, including from the Technical Assistance envelope, to incentivise and support farmers in the implementation, including by advice and knowledge transfer. Furthermore, the Commission should assess the use of resources with regards to monitoring, as a precondition to conservation or protection efforts.

(8) The farm stewardship should be established to guarantee compliance of the CAP support with the "do no significant harm" principle laid down in Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council7 . The farm stewardship should comprise minimum environmental and social conditionality requirements, as well as protective practices designed by Member States to deliver on key objectives such as protection of soils and river courses from pollution. Member States should have the flexibility to adapt those protective practices to their specific geographical and climatic context and production systems including by establishing exemptions. To promote socially sustainable agriculture, certain CAP payments require compliance with standards on working and employment conditions, occupational safety and health. Member States should have the flexibility to adapt those protective practices to their specific geographical and climatic context and production systems including by establishing exemptions for specific farming sectors or systems and by providing additional support in areas subject to natural constraints or those designated as environmentally sensitive sites while maintaining a common level of ambition at European level. To promote socially sustainable agriculture, certain CAP payments require compliance with standards on working and employment conditions, occupational safety and health. The European Charter and diverse national frameworks and labour market models should be respected, no additional obligations should be imposed on social partners or Member States regarding enforcement or controls and double corrections avoided.

(8a) Landscape features should be understood as elements such as ponds, hedgerows, individual trees or trees in a line, wetland or other semi-natural habitat fragments, wildflower strips or buffers, stone walls, terraces, etc. They may not necessarily be crop or pastureland but contribute to productivity of the whole farm or landscape by stabilizing land, reducing soil erosion, increasing infiltration, avoiding flooding or regulating drainage or hydrology, providing shade for livestock, are the habitats of pollinators and predators of pests; so they contribute to the agro-ecosystem and are integral parts of it. The definition used by Member States shall also include additions or extensions to existing landscape features, e.g. hedges or buffer strips, to ensure that land contributing to productivity and having a wider agricultural and agronomic use retains its eligibility for basic payments. Landscape features shall be retained for their social and ecological/agronomic value. They may also be subject to additional payments, for example for their maintenance, upkeep or, in the case of new ones, their re-creation.

(9) Income support for farmers should continue to be the central policy instrument to guarantee a fair income to farmers and sustainable farming and food production. It should contribute to fostering a competitive and resilient agricultural sector pursuing the benefits of high-quality production and resource-efficiency, while ensuring generational renewal and thus long-term food security. Income support allocations should be ringfenced to be used for Income support for farmers only, to provide stability and predictability for the Union agricultural sector. In order to ensure high impact and efficiency, the new CAP should entail a streamlined and consistent toolbox of Income support types of intervention enabling Member States to deliver on the CAP objectives. Income support should contribute to strengthening the viability of small and medium-sized farms and rural employment. In line with the Vision for Agriculture, it is important to place greater emphasis on incentives rather than rules and to ensure the continuation of existing schemes as a minimum baseline. Support should be distributed more equitably and contribute to resilient rural economies.

(11) Recognising the need for more farm resilience and risk management, support should be granted to improve the ability of farmers to withstand increasing risks and crises, such as those related to the climate change or market instability, to enable farmers to participate in risk management tools, including support for insurance premiums and contributions to mutual funds in all Member States. A proactive approach to risk management reinforcing the sector's resilience should be promoted by fixing appropriate maximum support rates, with incentives for farmers who implement risk preventive measures.(11) Recognising the need for more farm resilience and risk management, including climate adaptation and mitigation, energy and fuel price volatility, and geopolitical crises, support should be granted to improve the ability of farmers to withstand and mitigate increasing risks and crises, such as those related to climate change or market instability, to enable farmers to participate in risk management tools, including support for insurance premiums and contributions to mutual funds in all Member States. A proactive approach to risk management reinforcing the sector's resilience should be promoted by fixing appropriate maximum support rates, with incentives for farmers who implement risk preventive measures, such as diversification of production and activities as well as nature-based practices. In order to strengthen the resilience of the agricultural sector, farmers affected by crises or catastrophic events, including livestock loss through animal or plant diseases and other risks linked to climate change or environmental degradation, like heatwaves, predator attacks, should be able to access financial support rapidly and through simplified procedures, once the crises has been formally recognised by the competent authority of the Member State according to Art 38 of the NRP Regulation.

(12) The CAP objectives should also be pursued through support for investments implemented by farmers and forest holders. Such investments may concern, inter alia, infrastructures related to the development, modernisation or adaptation to climate change of agriculture and forestry, agro-forestry practices, energy and water, installation of digital technologies in agriculture, precision farming, diversification of income sources in other activities such as agro-tourism and bioeconomy. (12b) According to the European Parliament’s position on the next MFF, a dedicated and robust budget with an amount of 433,01 billion in current prices should be ringfenced for the CAP to ensure food security and sovereignty, competitiveness and a fair standard of living for farmers, and to enable them to transition to more sustainable practices, including sustainable land and water management.

(12c) In order to ensure that the CAP contributes effectively and pragmatically to the Union’s environmental and climate objectives, a minimum of 108 billion in current prices of the CAP budget shall be reserved for agri-environmental and climate actions, while preserving sufficient flexibility for Member States to take account of their diverse agricultural structures and regional specificities. Member States shall ensure that the temporary derogations are limited in their scope and duration to the extent necessary, granted based on objective and non-discriminatory criteria and that they do not hamper the objectives set out in paragraph 4 or distort competition.8. The complementary income support for young farmers shall be granted for a maximum duration of five years, starting from the first year of submission of the application for the payment for young farmers, and subject to the conditions to be determined by the CAP legal framework applicable for the period after 2034 when the duration of five years goes beyond 2034. Member States shall ensure that no legal expectations of beneficiaries are created for the period after 2034. That support shall take the form either of an annual decoupled payment per eligible hectare or of a lump-sum payment per young farmer. Member States may decide to grant the support under this Article only to a maximum number of hectares per young farmer.
4. In the case of a legal person, or a group of natural or legal persons such as group of farmers, producer organisations or cooperatives, Member States may apply the maximum number of hectares referred to in paragraph 3 at the level of the members of those legal persons or groups:
(a) who meet the definition and requirements for ‘young farmer’ as laid down in the Member State’s national and regional partnership plan, in accordance with the criteria set out in Article 4(22) of Regulation (EU) […] [NRP].
(b) where national law provides for the individual members to assume rights and obligations comparable to those of individual farmers who have the status of a head of holding, in particular as regards their economic, social and tax status, provided that they have contributed to strengthening the agricultural structures of the legal persons or groups concerned.

(b) targeted financial support for protein crop cultivation, including agri-environmental and climate actions in accordance with Article 10 and coupled income support for protein crops in accordance with Article 11;
(c) support for participation in risk management tools to protect farmers against high yield variability of protein crops, in accordance with Article 12;
(d) investment support with higher aid intensity for protein crop cultivation or processing in accordance with Article 13;
(e) possibilities of financing investments in on-farm protein crop processing as well as rural business start-ups in the protein crop sector through the financial instruments in accordance with Article 71 of Regulation (EU) […] [NRP];
(f) access to advisory services, training programmes and knowledge sharing platforms tailored to protein crop farmers’ needs, in accordance with Article 20;
(g) cooperation interventions facilitating access to protein crop research and innovation, through the projects of EIP-AGRI operational groups in accordance with Article 19 of this Regulation and Article 74 of Regulation (EU) [...] [NRP];
2. Member States may integrate in the design of the measures referred to in paragraph 1 links and synergies with other measures set out in their NRP Plans, including agri-environmental and climate actions, investments in rural business start-ups, or support for knowledge sharing in agriculture.
3. In order to facilitate access to the interventions referred to in paragraph 1, Member States may establish a single point of access for new protein crop farmers, which may provide inter alia information on support opportunities and procedures to facilitate and de-risk the initial phases of protein crop production, including submission of funding applications and guidance.

2. Member States shall establish the applicable support rates for compensating the loss of production. Indexes may be used for calculating the loss of production. Member States shall ensure that such crisis payments remain proportionate, targeted and complementary to structural measures and investments aimed at reducing long-term vulnerabilities, appropriate risk management tools or preventive measures at farm level, including adaptation measures.
The Commission shall carry out an assessment and present a report to the European Parliament on the prevention-first principle and the use of crisis payments.
