The proposal for a Regulation of the European Parliament and of the Council to establishing the European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security for the period 2028-2034, which is amending Regulation (EU) 2023/955 and Regulation (EU, Euratom) 2024/2509, marks a restructuring of the Union’s funding framework. First, overall ambition and legal safeguards:
The Fund must include just transition as a general objective.
It must also contain operational obligations that anchor climate neutrality, biodiversity restoration and One Health in its core. Environmental and health objectives should be reflected in the approval criteria, targets and review clauses. The principle of non-regression and full coherence with Union law, notably the European Climate Law and the Nature Restoration Regulation must be safeguarded at the level of the basic act, ensuring that flexibility cannot lead to backsliding.
Second, climate delivery and prevention-first:
Alignment with the Union’s climate targets for 2030 and 2040, and to achieve climate neutrality by 2050 at the latest, must be reflected in programming choices. The Fund should prioritise emission reductions while strengthening adaptation. A ‘prevention-first principle’ should guide investments and action at source should be favoured over costly downstream mitigation or compensation measures. This approach reduces long-term public expenditure and avoids lock-in of carbon-intensive or environmentally harmful assets.
Third, consistent application of the “do no significant harm” (DNSH) principle: DNSH must apply across all instruments under the Fund and cannot be weakened through falling back to earlier, less stringent approaches. Exclusions are required to prevent fossil fuel lock-in and investments that would undermine climate or environmental objectives, including infrastructure and security-related spending. Legal clarity at the outset will reduce disputes at audit stage and strengthen certainty for Member States.
Fourth, preserving the strength of LIFE within the new architecture:
The integration of LIFE-type actions into a broader Facility must not dilute its strategic nature, long-term programming stability or support for civil society. Dedicated budget lines, multiannual work programming and financing and governance safeguards are necessary to preserve LIFE’s added value such as strategic nature projects, integrated approaches, replication capacity and support for compliance with Union environmental law.
Fifth, climate and biodiversity spending, tracking and accountability:
Beyond specific allocations like the Social Climate strand, the Fund should provide transparency on climate and biodiversity-related expenditure and measurable contributions, including through preserving the Social Climate Fund regulation.

One Health must move to implementation. Plan requirements, screening criteria and performance indicators should address zoonotic disease prevention, AMR reduction and environmental determinants of health. In agriculture-related interventions, animal welfare actions consistent with the ‘Five Domains’ model can contribute to disease prevention and reduced antimicrobial use, serving environmental and public health objectives. Crisis payments should not replace preventive structural measures.
Seventh, strengthening urban resilience through mandatory urban greening:
Urban areas are increasingly exposed to heat stress, flooding and pollution. The Fund should therefore require in a simplified manner a single national urban greening framework, ensuring that cities above a certain population threshold integrate concrete green infrastructure measures into their territorial strategies. Clear, auditable indicators can link cohesion policy to climate adaptation, biodiversity and public health objectives.
These priorities aim to ensure that the future European Fund supports economic convergence, but also a healthier planet, people and animals with restored ecosystems and territories, resilient to climate and environmental shocks. In doing so, the Fund can become a central instrument for delivering sustainable prosperity and just transition in line with the Union’s legal commitments and long-term strategic objectives.

They should also contribute to strengthening the resilience of the healthcare systems and long-term care services, support affordable housing. In light of the increasing frequency and severity of natural disasters across the Union, driven notably by climate change, it is essential to strengthen the Union’s capacity to respond swiftly and effectively to emergency situations. In case of emergencies, it is of outmost importance to ensure synergies between all Union instruments such as the Solidarity Reserve for Natural Disasters, the Union Civil Protection Mechanism and the EU Facility.
