| (5 b) The OCTs have limited institutional capacity and technical skills to access capital and blended finance mechanisms, including for securing public-private partnerships in sectors such as renewable energy, waste management, sustainable tourism, the blue economy, climate adaptation infrastructure, sustainable agriculture and fisheries, and social projects. The principle of proportionality will be applied consistently in the design of access conditions, reporting obligations, and compliance frameworks for EU funding available to OCTs.EU financial guarantees and blending tools can de-risk investments and mobilise private sector engagement in those areas, but their benefits will only be fully realised where local governments and actors have the capacity to work with those more complex funding modalities. Global Gateway in the OCTs should therefore also integrate dedicated capacity-building and technical assistance into its implementation. |
