Text proposed by the Commission	Amendment(3a) As a market-based tool, the ETS, and the ETS2 in particular, fails to provide an adequate EU solution to climate change as it makes households shoulder the responsibility for the climate crisis, despite the fact that multinationals, especially fossil fuel companies, are primarily at fault. The ETS2 cannot take the place of a comprehensive ecological transition and planning via the green rule applied to businesses and Member States, in conjunction with a proper investment policy and adequate support for the most vulnerable households, as part of a just ecological transition. The EU must take account of planetary limits in all its policies and ensure that multinationals bear the cost of climate action.
