Text proposed by the Commission	Amendment(3 a) The extension of the application period of Regulation (EU) 2021/1232 should not result in the delegation of core law-enforcement responisbilities to private actors. Providers of electronic communication services should in no case be placed in the position of acting as de facto enforcers or monitors within a regulary framework. Investigation, prosecution and sanctioning of criminal activities must remain exclusive responsibility of the competent authorities.

Text proposed by the Commission	Amendment(3 b) The application of this Regulation should not result in the weakening, circumventing or undermining of end-to-end encryption. End-to-end encryption constitutes a safeguard for the confidentiality and security of electronic communications. Measures taken under this Regulation should therefore not require the systematic decryption of communications, nor the introduction of technical vulnerabilities or backdoors.

Detection measures should therefore be restricted to technologies that operate in a content-oblivious manner, such as the comparison of digital fimngerprints ("hashing"), or that function locally on a user's device prior to encryption, without affecting the integrity of end-to-end encryption.
