Removed:Recital 9 a (new): (9a) Substances, other than surfactants, used in detergents remain in wastewater after use and are either removed by wastewater operators in costly processes or remain in the environment, potentially posing a risk to health and the environment. It is therefore necessary to ensure detergents as a whole are completely biodegradable. In order to give manufacturers time to adapt product formulations, sufficient transition periods should be established and test criteria should be established well in advance.
