What changed between the plenary report and the adopted text

Changed:A. whereas migration and mobility, peace, good governance, stability, inclusive growth and sustainable development are strongly interlinked; whereas migration is driven by both macro- and micro-level factors such as armed conflict, political instability, economic hardship, lack of opportunities and poverty, limited access to social protection mechanisms, inadequate service provision, marginalisation, discrimination against or persecution of vulnerable people, including with regard to their freedom of religion or belief, food insecurity and scarce access to clean water, and environmental degradation and climate change7;change;
