Stresses the key importance of the common agricultural policy for the viability of eastern border regions, where agriculture forms the basis of the economy, employment and social structure; calls for farmers in these regions to be provided with stable and predictable income support, protection against market distortions resulting from imports from third countries, and appropriate safeguard mechanisms in the context of the Union’s enlargement; recalls that the Commission’s unilateral liberalisation of imports of Ukrainian agricultural products, carried out without a proper impact assessment and without taking into account the problems this would cause in eastern border regions' markets, has led to serious market distortions and an influx of agricultural products and goods that do not meet the EU quality, health and environmental standards to which EU producers are held; stresses that the costs of this decision have been borne most heavily by farmers and processors in the border regions; expresses, furthermore, deep concern at the implications of the trade agreement between the EU and the Mercosur countries for European agriculture, and calls for genuine reciprocity of standards and effective safeguard clauses to protect producers in border regions; rejects any weakening of the common agricultural policy or its integration into centralised national schemes, which would restrict its accessibility to farmers in border regions; |
