Aa. whereas the Commission’s proposal concerning the Multiannual Financial Framework 2028-2034 and the creation of a single fund combining cohesion policy, the common agricultural policy and other instruments within National and Regional Partnership Plans risks undermining the regional character of cohesion policy, limiting the role of local and regional authorities and the partnership principle, and centralising decision-making at the level of the Commission and national governments; whereas such an approach would be particularly detrimental to the eastern border regions, whose specific needs call for shared management, the strong involvement of local authorities, and predictable, multiannual and genuinely additional resources;
