The Member States shall take all the necessary measures to ensure the smooth functioning of the actions supported under this section and may contribute with their technical competence, know-how and assistance, in particular in the field of safety, security, and frequency allocation. This contribution shall include, but not be limited to, making available to the Union data, information, services and infrastructure in their possession or located on their territory, that are necessary to the good functioning of the actions. The Member States shall be responsible, at local level, for the accreditation of the security of sites that are located within their territory and form part of the security accreditation area for the components, notably Member States participating in the SST Partnership shall perform security accreditation on the basis of the general security requirements referred to in Article 77. | 1. Justification
Maximising Member State use of Union space services is essential to consolidate aggregate demand, strengthen the European industrial base and anchor Union space capabilities within the broader European public-policy ecosystem. Interoperability between national space programmes and Union components is necessary to avoid duplication and misuse of public resources, prevent fragmentation of the European space ecosystem and reinforce the Union’s strategic autonomy.

| 1. A European Space Agencies Forum is hereby established. | |
| 2. The Forum shall be composed of the Agency, the European Space Agency, and the national space agencies of the Member States or, where a Member State does not have a national space agency, the competent national body designated by that Member State. Other entrusted entities involved in the implementation of the components referred to in this Section may participate where relevant. | |
| 3. National space agencies or competent national bodies of EFTA countries may participate in the Forum where an agreement concluded between the Union and the country concerned provides for such participation in the relevant components or activities. | |
| 4. The European Parliament and national parliaments shall be entitled to appoint representatives to participate in the Forum as observers. | |
| 5. The Forum shall contribute to the identification, aggregation and exchange of user, operational, technical and industrial needs relevant for the implementation and evolution of the components referred to in this Section. It shall facilitate coordination between the entities involved in the implementation of those components and support the monitoring of their implementation, including as regards service continuity, performance, risks, capability gaps and future needs. | |
| 6. The Forum shall identify ways to strengthen synergies, pool resources, avoid duplication and improve cooperation between the entities mentioned in the paragraph 2, including possible closer cooperation, consolidation or rationalisation of existing structures. | |

Justification
This addition addresses one of the main weaknesses of European space governance: fragmentation between Union, ESA and national actors. By creating a European Space Agencies Forum, it would provide a permanent structure to identify common needs, monitor implementation, anticipate capability gaps and improve coordination between agencies. It would strengthen the coherence and efficiency of the Union Space Programme, while avoiding duplication and preserving the responsibilities of the Commission, Member States and entrusted agencies.

The Commission proposal does not specify the key performance indicators by which the implementation of the ECF will be monitored, beyond the general reporting obligations under the Financial Regulation.
