(iii) market uptake, capacity building and diffusion of knowledge, skills and innovative techniques for the shift towards renewable energy and increased energy efficiency, including support to municipalities, regions, energy communities, non-profit organisations and other market actors for energy efficiency, small-scale renewable energy, energy demand-side activities and the reduction of energy poverty, in a fair and socially just manner ensuring no community or territory is left behind;
(iv) support for the development, implementation, monitoring and enforcement of relevant Union environmental, climate and energy legislation and policy, including supporting the cooperation between national authorities and with civil society, studies, the development and deployment of monitoring tools and data infrastructures, and operating grants and empowerment support to non-profit entities, networks and civil society organisations primarily active in the area of environment or climate action or engaged in the energy and environmental transition at local, regional or national level;
(v) large-scale implementation, on a regional, multi-regional, national or transnational scale, of environmental or climate strategies, action plans and programmes required by specific Union legislation, through integrated projects that promote the coordination with and mobilisation of other Union, national or private funding sources.

Justification

The Commission text covers point-source capture (CCS/CCU) but not the infrastructure to move captured carbon dioxide to storage or the technologies to remove it from the atmosphere. Without cross-border transport infrastructure, capture investments risk being stranded. Industrial carbon removal technologies such as direct air capture and direct ocean capture are essential to meet net-zero commitments beyond emission reduction alone. This amendment ensures the ECF can fund the full carbon management chain.

1.The Programme for a European SALK Institute shall be established to contribute to the fulfilment of European citizens' interest in being offered under all circumstances safe, effective, innovative and affordable medicines by a “market-shaping” or “market-creating” role rather than just a “market-fixing” role and this throughout the whole drug lifecycle: research, development, production, and distribution. Its main missions shall be
a. to develop and present a comprehensive, forward-looking, long-term strategy and dedicated leadership and governance supported by the consensus of scientific communities and health authorities;
b. build a portfolio of innovative pharmaceutical R&D projects in selected pharmaceutical areas and related biomedical fields with a thirty year time horizon looking at the needs of the next generation of European citizens. Projects should address therapeutic areas:
(i) not sufficiently addressed by the private sector; or
(ii) where the private sector charges exorbitant prices; or
(iii) where there are shortages or supply is not secure.
c. monitor the supply of raw materials or components for drugs, often imported from outside the EU. Based on the results of the monitoring, take action to address bottlenecks in the supply and promote public-led projects aimed at improving the security of supply for Europe, in collaboration with other EU institutions.
d. promote and develop cooperation, in partnership with third-party research centres at national or European level and, where relevant, pharmaceutical companies, even outside the EU when needed, based on clear, transparent contractual arrangements.manage or carry out clinical studies relating to drugs already authorised such as:
(i) comparative safety and effectiveness trials of existing drugs;
(ii) long-term safety studies; and
(iii) studies for drug repurposing.

Dedicated resources and fair governance rules shall ensure the effective participation of agricultural actors.
Safeguards shall ensure the effective participation of agricultural actors through simplified and accessible funding conditions, appropriate co-financing arrangements and the active involvement of farmers, agri-cooperatives and their organisations in the governance, design and implementation of programmes and actions.
Eligibility and selection criteria for agricultural investments shall take into account the specific characteristics of the sector, including dispersed beneficiaries, smaller-scale and collective projects, and the need for deployment in rural areas, while ensuring access for farmers, agri-cooperatives, SMEs across the agricultural value chain, resilience-oriented investments, and skills and advisory support.

1. Actions supported under this chapter shall contribute to the general objectives set out in Article 3(1) and the specific objectives set out in Article 3(2), point (ba).
2. Support for actions under this chapter shall be financed from the budget set out in Article 4(2) c) a, and any additional contributions assigned in accordance with Article 5.
Article 37b Specific Activities
1. Support for Public Health policy shall be implemented in particular through the following activities:
(a) Improving and protecting health, including cross-border health, by prioritising health promotion, disease prevention and treatment across the life course taking into account the need to promptly address the healthcare workforce shortage, by strengthening innovation and through a health-in-all, One Health and exposome policies approach, including by prioritising horizontal actions across sectoral plans to coordinate and support Member States in their efforts to step up prevention, early detection, diagnosis and access to specialised care, including through cross-border cooperation, with a special emphasis on communicable and non-communicable diseases and the interlinkages thereof, including mental health, degenerative health conditions, neurodevelopmental conditions, including autism, cardiovascular diseases, women’s health, anti-microbial resistance (AMR), rare diseases, cancer and other non-communicable diseases, including those related to pollution, sexual and reproductive health and enhancing international health initiatives and cooperation. This activity should be consistently implemented through a dedicated, earmarked financial envelope within the appropriations under Article 4, reserved for the actions referred to in this point, aligned with health promotion, disease prevention and preparedness, complementing national policies and ensuring continuity with measures enabling a Union health security and preparedness.
(b) Strengthening the efficiency and resilience of health systems by equipping it with the necessary infrastructure, networks, and capacity to accelerate and de-risk innovation across the entire value chain, from discovery to deployment, including healthcare systems’ readiness: reinforcing access, coordination, quality check and control, use and re-use of health data, including sex-disaggregated data and digital tools, infrastructures and services, including to strengthen and support the European Health Data Space (EHDS) and enabling the systematic, secure, and interoperable linkage of health, environmental, and exposomic datasets across the Union in support of disease prevention and public health, and the European Reference Networks (ERNs), including gathering data on the interlinkages between communicative and noncommunicative diseases, deployment of Artificial Intelligence and robotics based solutions in healthcare, advancing the digital transformation of healthcare, enhancing equitable access to healthcare services, with particular focus on delivering affordable public health policies and services and strengthening the capacity of the healthcare workforce, implementing Union health legislation, also by use of digital technologies, promoting evidence-based decision-making, (including by supporting Health technology Assessment), supporting multi-country clinical trials, providing digital solutions for monitoring and coordinating and encouraging integrated work among national health systems to ensure coherence and efficiency across the Union. Strengthening cybersecurity in hospitals and health systems, including safer AI deployment and protection of personal health data.
(c) Fostering the development, research and innovation, production capacity, manufacturing and industrial deployment of health and bioeconomy technologies, to increase the competitiveness of the sector, including through the development of advanced medical technology and therapies such as regenerative medicine, bioprinting, ATMPs (Advanced Therapy Medicinal Products), and ensure availability, in the Union, of medicinal products, medical devices, critical medicinal products and dual use medical countermeasures including vaccines and antimicrobials, digital solutions and medical countermeasures relevant for preparedness and response to cross-border threats to health, as well as the competitiveness and resilience of the sectors by ensuring that such products are innovative, safe, accessible, available, and affordable, thereby promoting equitable access across the Union. To this end, the Fund shall support the relocation and consolidation of pharmaceutical and medical device manufacturing capacity within the territory of the Union, while prioritising strategic devices and critical medicines, hence reducing strategic dependence on third country suppliers.
(d) the discovery, development, derisking, demonstration, piloting and use, and scaling-up of health related biotechnology and other non-health biotechnology innovations, including those reaching at least Technology Readiness Level 6 or above from Horizon Europe-funded research, accelerating the market introduction and market uptake of biotechnology solutions, innovative medicinal products, medical countermeasures and emerging manufacturing technologies fostering advanced and preventive therapies and precision medicine solutions, strengthening emerging value chains, including through integrated cross-border industrial ecosystems, and providing access to finance and other support for SMEs, startups, scale ups and innovators. The Fund shall also focus on supporting the research, discovery and development of medicinal products and medical devices to meet the unmet medical needs, including for specific medicinal products as well as drug research and development to all four phases of clinical trials.
(e) Supporting the strengthening and robustness of supply chains for biotechnology and for EU manufacturing of vaccines, antimicrobials and countermeasures contributing to EU biodefence in particular by co-financing supplier modernisation, localisation and scale-up, supporting sustainable and reliable sourcing of raw materials, intermediate materials, and finished products alongside the whole value chain, reinforcing supply chain resilience across the biotech value chain, thereby supporting EU civil and military preparedness, readiness and strategic autonomy amid global state aid competition, and given the increasing EU dependence on third country suppliers for critical components such as Active Pharmaceutical Ingredients (APIs).
(f) Protecting people by supporting the development, implementation and monitoring of health civil, military preparedness and security policies, in cooperation with Member States authorities and stakeholders, as well as coordinating Union, national and international prevention, preparedness and response plans, including by ensuring synergies with the Union Civil Protection Mechanism and rescEU capacity.
(g) Fostering an innovative, competitive and sustainable bioeconomy sector in the Union, including in the areas of health biotech, biobased materials and products, valorising farm and forest residues, carbon negative products, biomanufacturing and biochemicals and upstream inputs and key production components whose disruption would significantly hinder manufacturing capacity, in particular by supporting the discovery, development, derisking, demonstration, piloting, and scaling-up of bioeconomy innovations; by accelerating the market introduction and market uptake of bio-based materials from agriculture and forestry and bioeconomy solutions; by providing technical assistance, both on the national and regional levels, through end-to-end digitalisation of permitting and interoperable one-stop permitting interfaces, in full synergy with the upcoming Industrial Accelerator Act and the European Biotech Act in order to enable timely, transparent and predictable permitting procedures; by building a skilled workforce, by providing access to finance and other support for SMEs, start-ups, scale-ups and innovators, through programmes like HERA Invest.
