Justification
This amendment adds “food” to Health, Agriculture, Biotech and Bioeconomy in order to fully reflect the strategic importance of agri-food value chains within the Programme. This ensures that the entire continuum from primary production to food processing, distribution and consumption is adequately covered. The amendment allows the Programme to better address key Union priorities such as food security, resilient supply chains, and the promotion of healthy and sustainable diets, while ensuring coherence between research, innovation and real economic and societal needs.

Justification
Investments in cross-border and strategic infrastructure are essential for strengthening the Union’s competitiveness, resilience and strategic autonomy, particularly in areas such as energy systems, transport networks, digital infrastructure and critical raw materials value chains. However, such investments are capital-intensive and can be unevenly distributed across Member States. In the current geopolitical context, it is essential that all Member States willing to undertake these investments are supported rather than constrained. This is particularly relevant as Member States start from different fiscal positions and budgetary constraints, with Member States sometimes facing higher deficit levels or being subject to corrective procedures under the Union’s fiscal governance framework. This amendment therefore invites the Commission to assess and, where appropriate, mobilize or propose Union-level instruments, mechanisms and enabling frameworks that facilitate and incentivize such investments, ensuring that Europe can develop the infrastructure base required for the clean transition, industrial competitiveness and security.
