Article11a
Sectoral Plan for Social Sciences and Humanities
1. The Sectoral Plan for Social Sciences and Humanities shall be established as a specific modality for implementing collaborative research and innovation activities under the ‘Society’ part (the “SSH Sectoral Plan”). Under the Sectoral Plan, a representative number of research institutions from the SSH sector shall jointly develop a sectoral plan for a period of seven years by defining and proposing a research focus theme and a portfolio of research projects relevant to the SSH sector. The research focus theme shall advance the SSH sector as a whole.
Without prejudice to its tasks under Article 7 and in order to ensure the scientific excellence of the SSH Sectoral Plan, the ERC Scientific Council is tasked with the selection of the research institutions that are representative for the sector, and the assessment, approval and evaluation of the research focus theme and the research projects.
2. The SSH Sectoral Plan shall be implemented through the relevant work programme, with an indicative budgetary envelope, while the detailed allocation of funding shall follow the approved Sectoral Plan.
3. Following an open call set out in the work programme, a representative number of research institutions shall jointly:
(a) propose a sectoral research focus theme;
(b) develop a portfolio of concrete research projects to implement the research focus theme;
(c) submit a corresponding indicative spending plan.
3. The Sectoral Plan, the research focus theme and the research projects shall be assessed, approved and evaluated on the sole criterion of excellence by an independent dedicated panel of experts under the authority of the ERC Scientific Council and in line with the peer-review system laid down in Article 7(9)(b)(i). Upon approval of the Sectoral Plan, the research focus theme and the research projects, the budget pre-allocated to the SSH Sectoral Plan shall be disbursed to the participating research institutions. The implementation of the Sectoral Plan and the research projects shall be evaluated at mid-term and at the end of the implementation of the SSH Sectoral Plan by the dedicated panel of experts. The Commission shall take due account of the assessment of the ERC Scientific Council when implementing the SSH Sectoral Plan.
4. The implementation of the SSH Sectoral Plan shall:
(a) advance the SSH sector as a whole, based exclusively on the scientific excellence of the research conducted by the participating research institutions;
(b) lead to sector-specific specialisation and collaboration;
(c) promote interdisciplinary and interinstitutional cooperation.

1. Activities under the Window referred to in Article 4(1)b(i) of Regulation XXX [Horizon Europe Regulation] shall support collaborative research within the following broad lines:
a. the development, integration, resilience, protection, security and digitalisation of the energy infrastructures and systems;
b. the decarbonisation of energy supply, promotion of energy efficiency, the uptake of renewable and clean energy solutions, the development of energy system flexibility;
c. decarbonisation of European industry in a technology-neutral approach, including SMEs and energy intensive industries;
d. clean technology manufacturing and its supply chains.
2. These broadlines may include actions related to:
a. Innovative Net-Zero Technologies as defined in Article 3(12) of [Net-Zero Industry Act]
b. the decarbonisation, digitalisation, decentralisation and clean transformation of the European energy system, with the view of supporting the adoption of innovative technological solutions to adapt to new system requirements;
c. innovation in energy generation, including through nuclear fusion technologies, as well as increased flexible management of generation, demand and flows;
d. new energy transmission/distribution technologies including switchgear and cables, system management technologies, innovative electricity generation technologies;
e. achievement of the Unions targets in the field of renewable energy and energy efficiency, decarbonisation of road, aviation and maritime transport sectors, as well as buildings;
f. activities to achieve the Unions climate neutrality target, in particular technologies for industrial decarbonisation and supporting the transition to a circular economy;
g. carbon capture, including from point sources, air and biomass, and carbon storage including and beyond permanent geological storage;
h. hydrogen technologies, including production through electrolysis, storage, transportation and end-use applications, as well as other clean fuels
i. advanced energy storage technologies, including next-generation batteries and long-duration storage solutions
3. The SET Plan as enshrined in [Net-Zero Industry Act], and in particular the Joint Programmes developed under the European Energy Research Alliance, shall inform the implementation of these broad lines.

b. contributing to creating an environment of technology infrastructures for the Union’s businesses to grow and scale technologies and business cases;
c. contributing to achieving technological sovereignty by building resilient digital infrastructures and ensuring a high-level of cybersecurity in the Union;

Competitiveness Window IV "Critical Raw Materials, Security and Space"
1. Activities under the Window referred to in Article 4(1)b(ic) of Regulation XXX [Horizon Europe Regulation] shall support collaborative research within the following broad lines:
(a) reinforcing Europe’s resilience by strengthening the Union capacity in exploration, extraction, processing and recycling of critical raw materials and diversifying supply sources and markets, and improving the timely availability of as well as developing alternatives for such materials;
(b) developing, maintaining and operating space systems, providing cutting-edge space-based information, data and services supporting Union policies;
(c) maximising the socio-economic benefits of space-based activities, in particular by fostering the development of an innovative and competitive Union space economy and supporting the development of a genuine Single Market for space activities;
(d) enhancing the safety, security and sustainability of all outer space activities;
(e) promoting the role of the Union as a global actor in the space sector;
(f) strengthening the competitiveness and responsiveness of the European civil security industry;
2. These broadlines may include actions related to:
(a) valorisation and life-cycle assessment of materials and product streams with use of new alternative feedstocks, resource control, material tracking and sorting (including validated testing methods and tools for risk assessment for human health and environment);
(b) sustainable supply and substitution of raw materials, including critical raw materials, covering the whole value chain;
(c) effective recycling industry, maximising potential and safety of secondary materials and minimising pollution (non-toxic material cycles), quality downgrading, and quantity dropouts after treatment;
(d) the major European space programmes, including EGNOS, Galileo, Copernicus, GOVSATCOM, IRIS2 and Space Surveillance and Tracking (EU SST);
(e) increased technology readiness levels in satellites and launchers; associated space and ground segments, and production and testing facilities in complementarity with ESA;
(f) securing Union technological leadership and autonomy, improved supply chain sustainability at cost-effective and affordable conditions, reduced dependence on non-Union critical space technologies and improved knowledge of how space technologies can offer solutions to other industrial sectors and vice-versa;
(g) concepts for future launcher ground segments and adaptations of existing ground infrastructures (such as digitalisation and advanced data management) as well as innovative space transportation services and concepts, including launch systems dedicated to light satellites (such as micro launchers), in complementarity with ESA;
(h) exploitation of scientific data delivered by scientific and exploration missions, combined with the development of innovative instruments in an international and interdisciplinary environment;
(i) interoperability of equipment and procedures to facilitate cross-border, intergovernmental and inter-agency operational cooperation and an integrated Union market for security, preparedness and disaster responses, including activities to support the integration and interoperability of systems and services, including aspects such as communication, distributed archi tectures and human factors;
(j) technologies, capabilities and governance for first responders for emergency operations in crisis, disaster and post-disaster situations and the initial phase of recovery;
(k) enhancing forecasting capabilities, prevention, preparedness and response to existing and new risks and domino effects, impact assessment and a better understanding of the human factor in risk management and risk communication strategies;
(l) innovative approaches and technologies for security practitioners (such as police forces, fire brigades, medical services, border and coast guards, customs offices);
(m) analysis of cross-border crime phenomena, advanced methods of fast, reliable, standardised and privacy enhanced data-sharing and collection as well as best practices;
(n) human and socio-economic dimensions of criminality and violent radicalisation;
(o) improved foresight and analysis capabilities for policy making and at strategic level on security threats;
(p) protection of critical infrastructures as well as open and public spaces from physical, digital and hybrid threats;
(q) detection of fraudulent activities at border crossing points and throughout the supply chain, including identifying forged or otherwise manipulated documents and detecting trafficking in human beings and illicit goods;
(r) ensuring the protection of personal data in law enforcement activities, in particular in view of rapid technological developments, including confidentiality and integrity of information and traceability and processing of all transactions;
(s) developing techniques for identifying counterfeit products, for enhancing protection of original parts and goods and for controlling transported products.

1. Activities under the Window referred to in Article 4(1)b(ii) of Regulation XXX [Horizon Europe Regulation] shall support collaborative research within the following broad lines:
(a) R&I activities under the New European Bauhaus Facility;
(b) fostering the protection, strengthening and promotion of democracy, including support for the development of pan-European platforms to make available real-time news and information from professional media outlets to wider audiences across the EU;
(c) collecting data and developing knowledge on societal developments;
(d) supporting the maintainance of and access to cultural heritage, in particular through the application of advanced technologies;
2. These broadlines may include actions related to:
(a) the renewal of Europe's built environment based on the values of sustainability, aesthetics and inclusion - including support for the NEB Academy;
(b) strategies to address populism, racism, polarisation, corruption, extremism, radicalisation, terrorism and to include, empower and engage citizens;
(c) the impact of technological and scientific advancements, including the development of the granular data society, online social networks and AI on democracy, privacy and the freedom of speech;
(d) combatting disinformation, Foreign Information Manipulation and Interference (FIMI), fake news and hate speech, and their impact in shaping the public sphere;
(e) the Union as an international and regional actor in multilateral governance, including new approaches to science diplomacy;
(f) the establishment of a European Social Sciences Observatory to reduce fragmentation of researcher efforts across Europe and to enable large-scale, longtitudal data collection on societal developments, policy impact and economics;
(g) statistical and other economic tools for a better understanding of growth and innovation in a context of sluggish productivity gains or structural economic changes;
(h) tackling of major challenges concerning European models for social cohesion, immigration, integration, demographic change, ageing, disability, education, poverty and social exclusion;
(i) advanced strategies and innovative methods for gender equality in all social, economic and cultural domains, and to deal with gender biases and gender-based violence;
(j) education and training systems to foster and make the best use of the Union's digital transformation, and to manage the risks from global interconnectedness and technological innovations, especially emerging online risks, ethical concerns, socio-economic inequalities and radical changes in markets;
(k) heritage studies and sciences, with cutting-edge technologies and innovative methodologies, including digital ones;
(l) connect cultural heritage with emerging creative sectors, including interactive media, and social innovation;
3. Under this Window at least EUR 300 million shall be made available for the European Collaborative Cloud for Cultural Heritage.

Fast Track to Innovation
1. The Fast Track to Innovation programme referred to in Article 15c of Regulation XXX [Horizon Europe Regulation] shall support bottom-up collaborative research activities oriented towards applied research.
2. Activities under the Fast Track to Innovation shall be implemented through Research and Innovation Actions within the meaning of Article 2 of Regulation XXX [Horizon Europe Regulation].
3. The evaluation criteria for proposals submitted under the Fast Track to Innovation shall be excellence, impact, and quality and efficiency of the implementation.
4. The maximum Union contribution per action shall be EUR 2 000 000. The maximum duration of actions shall be two years.
5. The Fast Track to Innovation shall be implemented through a continuously open call for proposals with at least four cut-off dates per year. The interval between two consecutive cut-off dates shall not exceed four months.
6. The Commission shall inform applicants of the results of the evaluation of their proposals within 10 weeks from the relevant cut-off date.
7. The evaluation of proposals shall be carried out by evaluation panels made up of external experts. The thematic structure of the evaluation panels shall in principle be based on the broad lines of the Competitiveness Windows and the Global Societal Challenges Window. The Commission may change that structure to ensure all proposals are appropriately evaluated.
8. The Expert Teams referred to in Article 15b of Regulation XXX [Horizon Europe Regulation] shall take account of projects funded under the Fast Track to Innovation when managing and developing their portfolio of funded projects.

Article11g
European Demonstrator Programme
1. The European Demonstrator Programme shall support the demonstration of technological prototypes in a real-world environment at a pan-European scale.
2. Activities under the European Demonstrator Programme shall be implemented through Innovation Actions within the meaning of Article 2 of Regulation XXX [Horizon Europe Regulation].
3. Consortia under this programme shall consist of at least three independent legal entities established in at least three different Member States.
4. The Commission shall publish at least two bottom-up calls for proposals per year under the European Demonstrator Programme. The interval between two consecutive calls shall not exceed seven months.
5. In addition to the bottom-up calls referred to in paragraph 4, thematic calls for proposals under this instrument may be proposed by the expert teams referred to in Article 15b of the Regulation XXX [Horizon Europe Regulation]. The budget for these thematic calls shall stem from the budget available to the expert team. Such thematic calls may set additional eligibility or award conditions related to the specific thematic priority.
6. The evaluation criteria for proposals submitted under the European Demonstrator Programme shall be excellence, impact, and quality and efficiency of the implementation. In assessing the impact of proposals, the evaluation shall give particular weight to:
(a) the technological readiness and scalability of the proposed demonstration;
(b) the pan-European dimension of the proposed demonstration, including its geographical coverage and the involvement of end-users or regulatory authorities in multiple Member States;
(c) the credibility of the pathway towards market deployment or uptake following the demonstration.
7. The Union contribution to actions funded under the European Demonstrator Programme shall reflect the scale and ambition of the demonstration. The minimum Union contribution per action shall be EUR 10 000 000.
8. Actions funded under the European Demonstrator Programme shall include a demonstration plan setting out milestones for prototype validation, real-world testing and the assessment of scalability. The grant agreement shall provide for stage-gate reviews against these milestones.
9. During the implementation of actions funded under the European Demonstrator Programme, the consortium shall assess, in cooperation with the relevant national and Union regulatory authorities, whether the establishment of a regulatory sandbox is feasible and appropriate in light of the technology being demonstrated. Where it is determined that a regulatory sandbox would accelerate the market uptake of the technology by facilitating regulatory learning, the participating Member States in shall establish such a sandbox for at least the duration of the action. The results and regulatory insights generated through any such sandbox shall be made available to the relevant Union and national authorities with a view to informing the development or adaptation of the applicable regulatory framework.
10. The Commission shall ensure coordination between actions funded under the European Demonstrator Programme and the relevant deployment actions under [ECF Regulation]. For this purpose, the Expert Teams referred to in Article [expert teams article] shall identify, as part of their portfolio management activities, completed or ongoing actions under the European Demonstrator Programme that may be suitable for further deployment support under the Regulation XXX [European Competitiveness Fund Regulation].

EIC dedicated implementation structure
1. The EIC dedicated implementation structure shall be responsible for the administrative implementation and execution of the EIC actions. It shall, in particular, implement the evaluation procedures, including jury interviews, and selection process in accordance with the strategy established by the EIC Board and shall ensure the financial and innovation management of the grants. The EIC Fund established in the Regulation XXX [reference to the Horizon Europe Regulation] shall be responsible for the implementation of the investment support of the EIC.
The EIC dedicated implementation structure shall support the EIC Board in the conduct of all of its tasks as set out in Article 12 including the development of the overall strategy for the EIC, its monitoring of the operations and its review and assessment of the EIC's achievements as well as its outreach and communications activities. The EIC dedicated implementation structure shall also provide access to the necessary documents and data in its possession and keep the EIC Board informed of its activities.
To ensure an effective liaison with the EIC dedicated implementation structure on strategy and operational matters, the EIC Chair and Vice-Chairs shall hold regular coordination meetings with the Director of the EIC dedicated implementation structure.
2. The EIC dedicated implementation structure shall employ the EIC Programme Managers and support them in the execution of their tasks as set out in Article 12(9b).
3. The Commission shall ensure that the EIC dedicated implementation structure follows efficiently and with the necessary flexibility the objectives and requirements of the EIC alone. To fulfil its responsibilities as set out in Article 12 and in this Article, in the context of its own responsibilities for budget execution, the Commission shall:
(a) ensure the continuity and renewal of the EIC Board and provide support for a standing Identification Committee for the identification of future EIC Board members;
(b) ensure the continuity of the EIC dedicated implementation structure and the delegation of tasks and responsibilities to it, based on the decisions of the EIC Board;
(c) ensure that the EIC dedicated implementation structure carries out the full range of its tasks and responsibilities;
(d) appoint the Director and the members of the management of the EIC dedicated implementation structure, following a transparent and non-discriminatory selection procedure agreed with the decisions of the EIC Board;
(e) ensure the timely adoption of the EIC work programme, the positions regarding implementing methodology and the necessary implementing rules including the EIC rules of submission and the EIC model grant agreement, taking into account the views of the EIC Board;
(f) monitor the EIC dedicated implementation structure and evaluate its performance.
4. The EIC dedicated implementation structure shall ensure that support to innovation activities with potential dual-use applications remains limited to the EIC Accelerator and is provided only where such activities are primarily designed for civil use and contribute to the objectives of the Programme.
Such actions shall be designed, selected and implemented in accordance with the excellence-based evaluation procedures of the EIC. Support for such actions shall follow a proportionate approach, taking into account the nature of the activity and its potential level of defence relevance, and shall preserve the civilian focus of the Programme.
Where the objectives, expected applications or results of an action indicate that it is no longer primarily designed for civil use, or where the activity requires further development, deployment or scaling in a defence context, it shall be directed towards other Union instruments, in particular the European Competitiveness Fund.
In addition to the standard evaluation criteria applicable to the EIC Accelerator, such actions shall, where appropriate, be subject to specific conditions relating to security considerations, including the protection of sensitive results, participation conditions and other relevant safeguards as set out in Regulation XXX [reference to Horizon Europe Regulation].

1. The Programme shall offer country-agnostic support to researchers at risk.
2. This support shall include a European Fellowship Scheme which shall provide funding for the placement of researchers at risk at eligible European entities. The Fellowship Scheme shall include a crisis response mechanism to be swiftly deployed to address country or region-specific specific crisis situations. This mechanism shall be designed to allow for additional financial contributions from Member States and/or Associated Countries to be included for the response to a specific crisis.
3. The Programme shall also contribute to the strengthening of support for researchers at risk across the Union by:
(a) providing a mechanism for coordination, networking, peer-learning, exchange of best practices and capacitybuilding for European actors supporting at risk researchers;
(b) offering non-financial support for the establishment of national schemes for support to researchers at risk;
(c) offering integrate support measures to meet the needs of researchers at risk, including matchmaking, support for host institutions, and capacity development for researchers;
(d) providing support for remote or hybrid fellowship arrangements, enabling researchers at risk to continue their academic work when physical relocation is not possible or immediately feasible.
4. Given the specific expertise and skills needed for its effective implementation, the support of the Programme for researchers at risk as set out in this Article shall be implemented with the involvement of organisations with proven expertise in the field. The form of implementation shall be chosen to provide a long-term commitment from the Union to the implementation of the activities under this Article and shall not require annual or multiannual funding applications. Where appropriate, it may be implemented under indirect management.

The Specific Programme shall support a truly integrated and cohesive R&I ecosystem in the Union, addressing especially the third and fourth priority areas of the Pact for R&I, by amplifying access to research and innovation excellence across the Union and prioritising structural investments and reforms. It shall establish a merit-based progression pathway aimed at fostering upward convergence for both 'widening countries' and 'transition countries' as referred to in Article 19 of Regulation XXX [Framework Programme Regulation].
2. Disparities between leading and less advanced countries in terms of R&I performance shall be tackled through a differentiated portfolio of instruments tailored to the maturity of R&I systems, focusing on:
(a) building foundational institutional capacity and solid scientific bases in core widening countries;
(b) strengthening international networking and collaborative links across the Union;
(c) fostering scientific leadership and full integration into European excellence networks for transition countries.
3. To ensure that the Programme rewards progress and avoids a success penalty, a dedicated Transition excellence package shall be implemented for transition countries. This package shall include: (a) Coordinator support mechanism providing financial top-ups to incentivise and empower research organisations and companies from transition countries to coordinate transnational collaborative projects; (b) Excellence-based schemes utilizing widening resources to fund high-quality mono-beneficiary proposals, notably under the ERC, MSCA and EIC, which have passed the excellence threshold but remained unfunded due to budgetary constraints; (c) Structured reform experience sharing measures, leveraging the expertise of transition countries in implementing successful structural R&I reforms to assist other widening countries in their convergence process.
4. The Specific Programme shall furthermore support the professionalisation of research management, the development of sustainable research careers, and the effective exploitation of research results through targeted networking and the European Cooperation in Science and Technology (COST).

Article 18 of Horizon Europe calls for a strong, coherent ecosystem of world-class research and technology infrastructures. However, this is not fully reflected in the Specific Programme: Article 16 includes a 20% capital expenditure provision for research infrastructures, while Article 17 lacks an equivalent for technology infrastructures. To ensure equal treatment and legal clarity, the 20% CapEx rule should also be explicitly included in Article 17. This is essential, as industrial competitiveness depends on access to facilities for testing, validation and scale-up. Technology infrastructures provide the critical capabilities, data and services needed to drive innovation, industrial leadership and new value chains.

The European Commission and the Member States shall reinforce coordination of investments in research and technology infrastructures, recognising that large-scale infrastructures, including digital infrastructures, entail costs that cannot be borne by individual Member States alone, and shall support the work of the Commission’s Expert Group on Technology Infrastructures in developing a coherent European approach. Infrastructure-based flagship initiatives shall be selected and governed through transparent, expert-led strategic foresight processes ensuring that investments support Union competitiveness, scientific excellence and long-term resilience, while strengthening synergies between excellent science, research infrastructures, technology infrastructures and industrial deployment capacities across the Union.
The Commission shall develop concrete European infrastructure roadmaps based on the moonshot projects nomenclature, including in fields such as
(a) fusion energy, including large-scale experimental reactors and pilot plants, advanced materials testing facilities, tritium breeding and fuel-cycle infrastructures, high-performance simulation centres and grid-integration demonstrators;
(b) quantum technologies, including quantum computing pilot lines, cryogenic fabrication facilities, quantum communication testbeds, distributed sensing infrastructures, secure quantum networks and specialised clean-room manufacturing hubs;
(c) clean aviation, including wind-tunnel and propulsion test facilities for hydrogen or electric aircraft, advanced composite manufacturing pilot lines, digital twin simulation platforms, automated air-traffic-management testbeds and sustainable fuel demonstration infrastructures;
(d) artificial intelligence and data sovereignty, including AI gigafactories, secure federated data infrastructures, trusted cloud and edge computing platforms, large-scale experimental testbeds and benchmarking facilities for high-impact applications;
(e) space and lunar exploration, including reusable launcher testing sites, integrated European space logistics hubs, robotic exploration platforms, lunar surface simulation facilities, space-based telescopes and infrastructures for in-orbit servicing and space resource utilisation;
(f) ocean and Earth observation, including integrated satellite constellations, deep-sea observatories, autonomous underwater vehicle fleets, climate-modelling supercomputing centres and shared environmental data infrastructures;

(ii) scientific, technological and/or industrial needs: significant improvement in the relevant fields at European and international level;
(iii) addressing clearly defined capacity gaps: complementarity to other infrastructures at Union level, align available facilities and services with user needs and ensure research and innovation ecosystem coherence and consolidation;
(iv) access policy and services provided: providing effective access and services for the Union’s research and innovation community;
(b) effective implementation of the new capacities with regard to:
(i) governance and management;
(ii) financial feasibility and commitment;

Audit, compliance and sound financial management
1. The Commission shall guarantee the full exercise of the audit mandate of the European Court of Auditors over the implementation of the Framework Programme, in accordance with the Treaties and the Financial Regulation, covering all forms of Union funding, including grants, prizes, procurement, financial instruments and blended finance.
2. The Commission shall ensure a high level of compliance, sound financial management, transparency, accountability and traceability of expenditure under the Programme, taking into account the specific risk profile of research and innovation spending and the persistence of error rates, in particular in relation to personnel costs and the use of simplified cost options.
3. The Commission shall establish clear, predictable and proportionate requirements for beneficiaries, including on eligibility of costs, reporting obligations and the definition and implementation of work packages, in order to reduce error rates and ensure legal certainty.
4. Where simplified funding mechanisms, including lump sum funding, are used, the Commission shall ensure the existence of appropriate safeguards to prevent overcompensation, ensure proportionality between support and actual implementation, and guarantee effective verification of results and deliverables.
5. Simplification measures shall not compromise accountability, effectiveness, efficiency or economy. The Commission shall ensure that any simplification of financial management maintains robust control and audit mechanisms and preserves full traceability of Union funds.
6. The Commission shall ensure that complete, consistent and reliable data are available for all funding instruments, including those implemented through financial intermediaries or Union bodies, and shall establish appropriate monitoring and reporting requirements to guarantee data quality, transparency and accessibility for audit purposes.
7. Where beneficiaries provide financial support to third parties, they shall ensure that all obligations stemming from the grant agreement, including audit, reporting and control requirements, are fully reflected in agreements or rules applicable to such third parties. The Commission shall strengthen contractual provisions, monitoring systems and enforcement mechanisms to ensure effective access to information and audit rights for the European Court of Auditors.
8. The Commission shall ensure that any new forms of financial support involving third parties, including initiatives relying on private co-investors or intermediaries, are designed and implemented in a manner that fully preserves audit rights, ensures transparency and guarantees sound financial management.
9. The Commission shall establish a framework for regular evaluation of the Programme, based on clear, measurable and relevant key performance indicators, in order to assess compliance, effectiveness, efficiency and impact, and to support continuous improvement of implementation.
10. The Commission shall ensure regular and timely information of the European Parliament on the implementation of the Programme, including:
(a) information on the committee procedure, including draft and adopted work programmes and implementing measures;
(b) access to implementation data, including through a dedicated financial dashboard providing up-to-date information on commitments, payments, allocation of funds and performance indicators;
(c) the transmission of regular reports, including:
(i) annual reports on quantitative outputs and implementation progress;
(ii) a mid-term report providing an initial assessment of execution, performance and impact;
(iii) a final report providing a comprehensive assessment of implementation, results and overall impact of the Programme.

Article18a
Review and evaluation
1. The Commission shall carry out comprehensive and transparent evaluations that shall reflect the duration of the work programmes, and include at least the interim and final evaluations, to assess the Programme’s performance, uptake, efficiency, coherence and Union added value of the actions funded, and the effectiveness of its governance arrangements and implementation structures.
2. The Commission shall make the conclusions of the evaluations public and shall present them to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions in a timely manner.
The conclusions of those evaluations shall, where appropriate, be accompanied by a legislative proposal to amend this Decision.
3. In the context of the evaluations, the Commission shall ensure that an independent review of the structures and mechanisms of the ERC is carried out by 2030 to assess the feasibility and potential added value of establishing the ERC as a Union body provided for under a separate legal basis.
4. The evaluations shall include an assessment of the performance and Union added value of the Sectoral Plan for Social Sciences and Humanities, taking into account the results of its mid-term and final evaluations referred to in Article 11a. On that basis, the Commission shall assess the feasibility and potential added value of extending this approach to other science sectors under the Programme.
