| (2a) Democracy, the rule of law and respect for fundamental rights constitute foundational values of the Union, as enshrined in Article 2 of the Treaty on European Union. The European Democracy Shield seeks to strengthen the resilience of democratic institutions and processes against foreign interference, information manipulation and systemic threats to open societies. Free, independent and pluralistic science is indispensable to the functioning of democratic polities: it sustains informed public deliberation, equips citizens and policymakers with reliable evidence, and provides the critical scrutiny upon which self-government depends. Academic freedom, together with the freedom of scientific research and the institutional autonomy of higher education and research-performing organisations, as recognised in Article 13 of the Charter of Fundamental Rights of the European Union, constitutes both a fundamental right and a structural precondition for the production of trustworthy knowledge. The erosion of academic freedom, whether through political interference, self-censorship or transnational repression, weakens democratic resilience and the Union's capacity for evidence-based policymaking. The Framework Programme should therefore contribute to the objectives of the European Democracy Shield by safeguarding the conditions under which science is conducted freely within the European Research Area, by supporting research on the threats confronting contemporary democracies — including disinformation, foreign information manipulation and interference, polarisation and the decline of civic trust — and by fostering the scientific understanding, tools and evidence base required to protect and promote European democracy, its institutions, and the fundamental rights and values on which the Union is founded. |

Research institutions representative for the SSH sector in terms of their recognised scientific excellence and reflecting a broad geographical representation should be involved already at the stage of defining the objectives of the research focus and research projects to be financed by the Sectoral Plan, building on their respective existing excellence and complementarities. The Sectoral Plan should rely on open participation and selection based solely on scientific excellence that is expert peer-reviewed. The work programme should set out the general conditions and an indicative budgetary envelope and be adopted and implemented by the Commission, while the selection of the research institutions that are representative for the SSH sector, as well as the assessment, approval and evaluation of the research focus theme and the research projects should be carried out under the authority of the ERC Scientific Council. On the basis of an evaluation on its impact on the performance of the SSH sector as a whole, it should be considered whether this approach could be extended to other science sectors under the Programme. |

In comparison with the instrument listed in (c), MSCA have distinct features that are essential for their effectiveness: their “focus on investigator-driven research founded exclusively on scientific excellence” (Article 9.1). Because of these specificities, MSCA should have their dedicated work programme. This would be in line with European Commission's efforts for simplification, as bundling MSCA with other instruments implies lengthy work programmes in FP9, because they need long annexes to account for MSCA specificities.

The submission of the work programmes of the competitiveness section of Pillar II to the substantive guidance of the Competitiveness Fund is problematic, as there are still significant ambiguities regarding the implementation of the Fund and the impact chain. It is important to ensure that political guidance does not lead to excessive pre-determination of applications, but that there is room for new openings, scientific creativity and research-led cooperation in the implementation of the pillar. While it introduces the concept, it requires further operational detail for effective implementation. As with European Partnerships, which are anchored in both the Regulation and the Council Decision, moonshots require the same approach. Omitting them from the Council Decision would undermine programme coherence. Justification
The work programmes for Pillar 2, including its policy windows must be developed with appropriate input from the R&I community, to maintain scientific focus, the balance of TRLs, and their relevance to R&I in addition to policy priorities. The purpose of the advisory group in the amendment is to enable the R&I community’s involvement from the very beginning of the development of policy priorities for the WPs. It would ensure the even playing field between the legislative bases of Horizon Europe and the ECF, as well as provide the necessary checks and balances during the priority setting of the Commission. These are essential to ensure that while linked to the ECF, Horizon Europe remains sufficiently autonomous. It is important that the introduction of the advisory group does not reduce the involvement of member states via the programme committees. The respective roles of the advisory board and SPC should therefore be clearly defined and delimited.

The ‘Global societal challenges’ component is vaguely defined, as well as its relation to the continuation to missions. | Strategic Stakeholders Board for Pillar II and Coordination with the European Competitiveness Fund | |
| 1. A Strategic Stakeholders Board for Pillar II is established, as part of an open and accountable governance framework ensuring the articulation between Horizon Europe and the European Competitiveness Fund, while fully preserving the stand-alone nature, autonomy and integrity of the Programme. | |
| 2. It shall provide advice on the overall direction for Pillar II of Horizon Europe, including long-term research and innovation trends in the areas covered by the Pillar, and shall contribute to ensuring coherence and complementarity with relevant Union initiatives and instruments, including the European Competitiveness Fund, through a programming structure aligned with its policy windows. Such articulation shall constitute an institutional bridge between upstream research and downstream competitiveness instruments, ensuring a coherent pipeline from fundamental research to market deployment through coordinated TRL progression, without resulting in any form of subordination or directionality that would constrain research agendas or undermine scientific autonomy. | |
| 3. The Strategic Stakeholders Board shall be composed of members with recognised experience and expertise in research and innovation, including experts from universities, research-performing organisations, industry, SMEs and other public and private R&I stakeholders, ensuring strong representation of research actors alongside industrial stakeholders. | |
| 4. The members of the Strategic Stakeholders Board shall be appointed by the Commission following an open and transparent procedure based on a call for nominations or expressions of interest, including: | |
| (a) nominations proposed by competent ministerial authorities of the Member States; | |
| (b) nominations proposed through a structured process by relevant industries, universities or groupings of universities, including European university alliances; | |

The European Parliament shall be duly informed of the proposed appointments and shall be given the opportunity to express its views, including through the organisation of public hearings, including joint hearings, prior to their final appointment, followed by a confirmation vote by the competent committee, and shall engage in regular structured dialogue thereafter. | |
| 8. The Commission shall ensure that the advice provided by the Strategic Stakeholders Board is duly taken into account in the preparation and revision of the work programmes of Horizon Europe.
