General budget of the European Union for the financial year 2027 - all sections

The Committee on Women's Rights and Gender Equality calls on the Committee on Budgets, as the committee responsible, to incorporate the following into its motion for a resolution:

A.whereas gender equality is a core Union value and the Union is committed to promoting gender equality and gender mainstreaming in all its actions in accordance with Article 8 of the Treaty on the Functioning of the European Union (TFEU); whereas budgets are never gender neutral and need to be established with the clear objective of anti-discrimination and the do not harm principle;

1.Calls for the implementation of gender mainstreaming at all stages of the budgetary process; stresses the importance of gender budgeting as an effective tool to foster gender equality across the Union; underlines that a gender perspective must be integrated into the preparation, design, monitoring and evaluation of expenditure; reiterates the importance of data collection, monitoring, reporting, assessing and amending funding to ensure the budget works for all, and is flexible and targeted;

2.Recalls the European Parliament resolution of 17 December 2025 responding to the “My Voice, My Choice” European citizens’ initiative (ECI); recalls the Commission’s decision of 26 February 2026 and positive reply to the ECI; calls on the Commission to support, including through sufficient budgeting and providing information and guidelines, Member States in the implementation of the Commission’s decision; reminds the Member States to make full use of the possibility to include spending on sexual and reproductive health and rights (SRHR) in their national ESF+ envelopes;

3.Underlines the need to progress in gender equality, including through budgets and funds that advance gender equality, continued and increased funding of the Daphne strand of the Citizens, Equality, Rights and Values programme, calls to keep Daphne as a separate strand in the next MFF in the proposed AgoraEU, supporting and funding civil society organisations active in women’s rights, including SRHR;
