The Committee on Economic and Monetary Affairs calls on the Committee on Budgets, as the committee responsible, to incorporate the following into its motion for a resolution:
1.Emphasises that the 2027 Budget must strengthen macroeconomic stability in an environment of geopolitical uncertainty, ensuring that price stability and economic resilience remain fundamental anchors of growth and investment;
2. Stresses the need to complete the Single Market, by advancing the Savings and Investments Union (SIU), reducing market fragmentation and improving access to financing;
3.Stresses that investments contributing to the Energy Union, including interconnections, networks and renewable energy, should be considered as part of strengthening the Single Market, reducing strategic dependencies and inflationary pressures, thereby supporting fiscal sustainability;
4. Highlights the need to enhance European competitiveness through drastic simplification and reduction of administrative burdens; underlines that stable prices and sustainable public finances remain key prerequisites for competitiveness and long-term prosperity;
5. Emphasises the importance of safeguarding financial stability and social cohesion, particularly in sectors facing pressures such as housing, energy and essential goods; Underlines that the EU’s annual budget should consider the European Semester’s recommendations and support effective and flexible use of cohesion policy instruments;
6. Reaffirms that the EU budget should contribute to strengthening the Union’s economic and monetary sovereignty;
7.Calls for accelerating structural reforms and increasing productive investment in critical sectors such as defence and critical infrastructure, while considering national security interests where third-country participation is involved.
