Their proximity to beneficiaries and their knowledge of national contexts mean they are well-placed to perform functions that go beyond administrative management. They enable proximity to beneficiaries, outreach to newcomers and small organisations, and effective consideration of regional, cultural and linguistic diversity, including in border regions. To give effect to the individual accessibility support fund and the Programme's broader inclusion objectives, National Agencies should be strengthened in their capacity to act as centres of personalised guidance and advice.
