20a. Highlights that any future implementation architecture for the post-2027 Union budget, including the proposed National and Regional Partnership Plans, should be designed with a strong focus on accountability, auditability and clear allocation of responsibilities, avoiding additional administrative complexity that could undermine the effective implementation and sound financial management of Union funds as well as legal certainty for public authorities, beneficiaries and private investors; stresses that accelerating the pace of the enlargement process makes it essential that the post-2027 budgetary control architecture, including the control systems of the Commission, OLAF, the EPPO and the ECA, properly corresponds to a larger Union with more complex fund management environments.
