| 1. Member States may provide crisis payments to farmers that are affected by natural disasters, adverse climatic events or catastrophic events. Those payments shall aim at ensuring continuity of the agricultural activity of those farmers and shall be subject to the conditions set out in this Article and as further specified by the Member States. | |

Support under this Article shall be subject to the formal recognition by the competent authority of the Member State that a natural disaster, adverse climatic event or catastrophic event, as defined by the Member State, has occurred and that these events, or measures adopted in accordance with Regulation (EU) 2016/2031 to eradicate or contain a plant disease or pest, or measures adopted to prevent or eradicate animal diseases listed in the Annex to Commission Implementing Regulation (EU) 2018/1882 or measures adopted regarding an emerging disease in accordance with Article 6(3) and Article 259 of Regulation (EU) 2016/429 have directly caused a damage resulting in the destruction of at least 30 % of the average annual production of the farmer in the preceding three-year period or a three-year average based on the preceding five-year period, excluding the highest and the lowest entry. | |

| 1. This Chapter lays down specific types of intervention for agriculture to mitigate the difficulties caused by the insularity, small size and distance from markets of the smaller Aegean islands. | |

Justification
It is proposed to replace the term ‘decarbonised transport’ with ‘accessibility’, as the original wording could be interpreted as imposing a greening requirement, whereas in certain outermost regions the priority lies in catching up and modernising transport infrastructure that is non-existent, ageing, or insufficiently developed. Such infrastructure is essential for these regions given their remoteness. Furthermore, the outermost regions face some of the most deteriorated social indicators, which calls for a strengthening of local services.

In the outermost regions, the availability of certain harmonised statistical data is often limited, or even non-existent in the case of Saint Martin. It is therefore necessary to ensure that the criteria for calculating additional costs are based on appropriate methodologies, so as to guarantee that the reality of these territories is accurately and fairly reflected.This entails removing references to agriculture in the outermost regions from the Regulation of the European Parliament and of the Council laying down the conditions for the implementation of Union aid under the common agricultural policy for the period 2028–2034 (COM(2025) 560), which should include a specific reference to the dedicated instrument adapting the CAP to the outermost regions, namely Regulation (EU) No 228/2013 (POSEI Regulation), as currently in force.

Justification
In the outermost regions, the availability of certain harmonised statistical data is often limited, or even non-existent in the case of Saint Martin. It is therefore necessary to ensure that the criteria for calculating additional costs are based on appropriate methods, so as to guarantee that the reality of these territories is accurately and fairly reflected. | (c) contribute, where applicable, to the financing of the renewal of fishing fleets in those regions; | |
| (d) provide income support for fishers. | |
| 2. The POSEI Fisheries programme shall include: | |
| (a) an implementation timeline and an indicative annual financial framework setting out the resources to be deployed; | |
| (b) proof of the compatibility and consistency between the various measures under the programme and the quantitative criteria and indicators used for monitoring and evaluation; | |
| (c) provisions for effective implementation; (d) designation of the competent authorities and bodies responsible for implementing the programme, as well as designation at the appropriate levels of authorities or associated bodies and socio-economic partners, and the results of consultations held. | |
| The measures put forward by the Member States in their POSEI Fisheries programme shall be approved by the Commission prior to implementation. | |
| Member States may grant additional financing for the implementation of the POSEI Fisheries programmes. | |

| (a) the design, preparation, implementation, monitoring and reporting of the measures included in its chapter, including territorial analysis, governance structures and resource allocation; | |
| (b) the programming or reprogramming of flexibility amounts under Article 22; | |
| (c) the formulation and adaptation of milestones and targets at regional level under Article 22; | |
| (d) any amendments to the Plans under Article 24 and any Build Back Better reprogramming requests under Article 24a; | |
| The designated regional or local managing authority shall prepare the regional or territorial chapter for which it has been designated and shall, in this context, interact and negotiate directly with the Commission.
