Justification
The amendments to the amounts under this Article are intended to maintain, under Heading 1, the current proportion of 65 % set out in the multiannual financial framework 2021-2027, by allocating the funds accordingly. The amounts now allocated to heading 1 will be reduced in other headings, notably heading 2, in particular the amounts allocated to militarisation and the transfer of resources to economic groups.

This amendment clarifies that the allocation for less developed regions should remain dedicated to Cohesion Policy objectives. While investments in agriculture, rural development and home affairs may also benefit these regions, they pursue distinct policy objectives and should not be counted against Cohesion Policy allocations. Preserving a dedicated envelope is essential to maintain the effectiveness and added value of Cohesion Policy.

Justification
Co-Rapporteurs proposed an allocation of €63.72 billion for transition regions in their draft report. The proposed amount is increased to €71 billion in current prices in order to reflect the growth in the population living in transition regions and to ensure that each region receives at least the current average level of per capita support. The number of transition regions has increased overall, with four additional regions in Germany, one each in Spain, France, Italy, Austria, Portugal and Romania, and two additional regions in Poland now falling into this category.

Justification
As in the current programming period, specific amount should be ring-fenced for the outermost regions in accordance with Article 349 of TFEU. In addition, the fisheries and aquaculture sectors in the outermost regions face specific challenges which justify the creation of a dedicated instrument similar to the POSEI scheme, with a minimum reserved allocation. This “POSEI fisheries programme” would include at least the current allocation for the outermost regions. The amount of the minimum ring-fenced allocation should correspond to the level endorsed by the European Parliament’s PECH Committee in its opinion on the NRPP report (André Franqueira Rodrigues report).

Justification
The proposed allocation of EUR 430 billion for the Common Agricultural Policy is insufficient to simultaneously meet the Union’s growing ambitions for the agricultural sector, ensure a fair adjustment for inflation, and deliver stronger support for generational renewal. The introduction of a dedicated allocation of 10% of the CAP budget for young farmers represents an important political objective that should be supported. However, this objective cannot be achieved at the expense of the broader farming community, which is already facing increasing production costs, additional environmental and climate-related obligations, and rising administrative requirements. If the Union aims to maintain existing commitments, provide enhanced support to young farmers, and ensure that all farmers receive a fair level of support reflecting inflationary developments and increasing expectations placed upon the sector, the CAP budget must be reinforced accordingly. For this reason, the overall financial envelope should be increased.

To secure an economically viable, competitive, and resilient agricultural sector capable of ensuring long-term food security and generational renewal, the CAP budget must be maintained at its current level and fully adjusted for inflation. The Commission's proposed 10% "rural target" within the NRPP is insufficient to meet TFEU objectives and must be increased to a concrete, ring-fenced allocation of at least 20% to directly benefit farmers and cooperatives. Furthermore, the suggested two-thirds allocation from the mid-term review must be legally integrated into this ring-fenced CAP budget to prevent a loss of policy commonality and guarantee a level playing field across the Union.

Justification
To ensure that sectoral interventions can continue to be adequately financed on a non-discriminatory basis, regardless of the Member State where the producer organisation (PO), APO or TPO is based, sectoral interventions should continue to be financed directly from the EU-budget and not sourced from national allocations. Until now the support for producer organisations is funded directly from EAGF. In this way producers are incentivized to work together, regardless of the Member State they are located in, and even across Member States.

The aim of this amendment is to ensure that the financial support earmarked for the current additional allocations for the outermost regions under the ERDF and ESF+ is ring-fenced, together with the funding allocated to the schemes designed to compensate for additional costs in the fisheries and aquaculture sectors. These allocations represent a historic achievement for the outermost regions, and any questioning of them would have particularly detrimental consequences. They are essential in that they aim to offset the permanent structural constraints faced by these territories due to their geographical remoteness, insularity, double insularity or landlocked status, the small size of their markets, economic dependence, and the additional costs associated with trade, supply and infrastructure. They contribute to economic development, competitiveness and social cohesion. Ultimately, this funding ensures fair and balanced development.

Justification
We welcome the EP amendment which earmark the current additional allocations for the outermost regions under the ERDF and ESF+ and it ring-fenced them. We request an additional and specific financial allocation for the outermost regions (ORs) and the sparsely populated territories of Northern Europe, with a budget similar to that proposed by the European Parliament’s REGI Committee in its opinion report on the interim report (Dragos Benea report) for both type of regions. The amount proposed by the draft report on NRPP of EUR 2.1 billion refers only to the compensation of the Outermost Regions under Article 349 TFEU and does not take into account the compensation for sparsely populated regions. Therefore, this amount should be EUR 2 644 104 713.

The attachment to the letter sent by the President of the European Commission on 9.11.2025 addressed to the President of the European Parliament and to the Prime minister of Denmark titled contains the rural target of 10%. This rural target is compatible with the draft report and the reorganisation of the proposal it includes. Furthermore, to make it even more useful, it would be appropriate to link the rural target directly with the activities outlined in Article 3 paragraph 1, point (d) letter (iii) which is hereby being amended to read "improving the attractiveness and living standards, including access to healthcare and social care, in rural areas and fair working conditions and fostering generational renewal;". For 2021-2027 Interreg, TA was reimbursed as flat rate linked to the estimated total costing, not to the payment applications. Management, functioning and information is complex and the related costs are high in Interreg and still occur regardless of the spending pace at project level (backed up by the findings of the SWD on ex-post evaluation of ERDF and CF 2014-2020, which shows that Interreg programmes generally have higher administrative costs for programme authorities due to their complex geography) or other decommitments/corrections. In partner countries where such capacity is limited, a higher volume of technical assistance is necessary to ensure effective absorption of funds, compliance with applicable rules and the successful implementation of the programmes.

The new NRP Plan model, which combines previously separate policies (cohesion, CAP, internal affairs), will place greater demands on, for example, the coordination of the NRP Plan management, the development of a new information system, the strengthening of administrative capacities, and the establishment of control mechanisms. Justification

Justification
Taking into account the scope of the CAP Regulation, the decision to provide the CAP with a dedicated budget, the experience gained from the implementation of the current CAP Strategic Plans, and with a view to simplification and improved administrative management, national and regional CAP plans should be drawn up by the Member States under this Regulation, without creating any additional administrative burden.

| Compensation for reduced allocations through national and regional support measures | |
| 1. If a Member State or region receives smaller allocations under the instruments supporting plans for the programming period in question compared to the 2021-2027 programming period, the Member State or region concerned may provide for additional national or regional support measures, or may increase existing national or regional support measures, to compensate for or mitigate the impacts on its regional, economic and social development. | |
| 2. To compensate for or mitigate such reductions in allocations, the Member State or region concerned shall be granted the necessary flexibility in the area of State aid to put appropriate national or regional arrangements in place, taking into account, in particular, the structural challenges facing rural areas, border regions and internal border regions, as well as areas affected by negative demographic change. | |
| 3. In the Plan or a chapter of the Plan, the Member State or region concerned shall provide the Commission with information explaining the reduced allocation and the compensatory measures it intends to take through regional or national support measures. | |
| 4. The Commission shall assess the information provided pursuant to paragraph 3 as part of its examination of the NRP Plan. If it establishes that the allocation has indeed been reduced, when approving the NRP Plan or the chapter it shall grant permission to take the intended compensatory measures through regional or national support measures. |
