The Union shall also seek to strengthen economic resilience, enhance productivity, and facilitate the transition towards more sustainable, digital and innovative economies.

(1 a) Without prejudice to the existing points of this section concerning Sub-Saharan Africa, the specific objectives shall also include:
— Supporting partnerships under the Global Gateway strategy that maximise the participation of Union and African economic operators, in line with Article 20(7), and that secure mutually beneficial outcomes including in respect of critical raw materials supply chains;
— Excluding from procurement procedures economic operators whose bids are enabled by foreign subsidies or by State-controlled non-market practices, in accordance with Article 20(10);
— Supporting beneficial-ownership transparency and anti-corruption capacity in partner countries.

Justification

Sub-Saharan Africa is the largest geographic destination of Union assistance under this Instrument by value and is also the principal theatre in which State-controlled non-market firms compete for Union-financed contracts. Anchoring the Global Gateway level-playing-field principle, the exclusion of foreign-subsidised bidders under Article 20(10), and beneficial-ownership transparency as explicit specific objectives of the Sub-Saharan Africa programme ensures that the strategic principles set out in the main body of the Regulation are operationally expressed in the Annex.
