the Georgian Dream regime

The European Parliament,

having regard to Rule 150(5) of its Rules of Procedure,

Whereas serious concerns have been raised by civil society organisations, independent media and international observers regarding the deterioration of democratic standards and political pluralism in Georgia;

whereas there have been documented cases of selective justice, arbitrary detention, and repression against government opponents, journalists, civil society activists and peaceful demonstrators;

Whereas Elene Khoshtaria, a prominent opposition politician and former member of parliament in Georgia, has faced intimidation, detention, judicial harassment, and political pressure; whereas she has been charged in a broader case against opposition leaders, with serious accusations such as sabotage and collaboration with hostile activities against the state, which could carry penalties of up to 15 years´ imprisonment;

whereas there have been complaints regarding the use of newly adopted restrictions on public assemblies to arbitrarily detain and harass peaceful demonstrators;

whereas international observers, including the OSCE and the Council of Europe, have repeatedly urged the Georgian government to ensure fair trials and the depoliticization of the judiciary;

Whereas on March 6, the Commission announced the suspension of visa exemptions for holders of Georgian diplomatic, service and official passports;

Expresses deep concern over reports of politically motivated prosecutions, intimidation and the misuse of judicial mechanisms against opposition figures, activists and journalists in Georgia;

Urges the authorities to immediately end any practices that could amount to political persecution and to guarantee that no individual is detained or prosecuted on politically motivated grounds;

Calls for the immediate release of Elene Khoshtaria and all those detained for exercising their rights to freedom of expression, assembly and association in Georgia; demands to ensure that the case of Elene Khoshtaria and those arbitrarily detained are handled in full accordance with due process, transparency and international human rights standards;

Calls on the Georgian authorities to guarantee the safety and full political participation of opposition figures, including Elene Khoshtaria, as well as the rights of journalists and civil society organizations;

Reaffirms that the freedoms of expression, assembly and association as well as political pluralism are fundamental rights, protected by international law, and must be respected in all circumstances; calls on the authorities to repeal or amend any legislation that may unduly restrict these rights;

Stresses that the future of Georgia must be determined by the will of its people, free from external pressure or interference; emphasises that Georgia’s sovereignty and political trajectory should reflect the aspirations of its citizens; condemns any attempts, whether foreign or domestic, to undermine Georgia’s democratic institutions;

Instructs its President to forward this resolution to the VP/HR, the Council, the Commission, the governments and parliaments of the Member States, the UN as well as the President, Government and Parliament of the Georgia.
