Motion for a European Parliament resolution on the humanitarian and security situation in Haiti, in particular the rising power of criminal gangs and the recent massacre in Cabaret

The European Parliament,
having regard to its previous resolutions on Haiti and the Caribbien;
having regard to Rule 150 (5) of its Rules of Procedure;
A. Whereas Haiti is facing a severe humanitarian and security crisis, further aggravated by the weakening of state institutions and ongoing political instability;
B. Whereas criminal gangs have progressively expanded their control over large parts of the territory, particularly in the capital Port-au-Prince and surrounding areas, obstructing the population’s access to essential goods and services;
C. Whereas increasing violence, including kidnappings, extortion, and massacres, has generated massive internal displacement and further deepened food insecurity among the population;
D. Whereas the recent massacre in Cabaret, in which dozens of civilians were brutally killed and entire communities forced to flee, illustrates the dramatic escalation of gang violence;
E. Whereas the limited capacity of Haitian security forces and the insufficient level of international support prevent an adequate response to protect the civilian population;
F. Whereas the crisis in Haiti has significant implications for regional stability and requires urgent engagement from the international community to support the restoration of the rule of law and to ensure humanitarian assistance;
