The proposed text restricts support for investments, made to comply with union law, to a period of 36 months (after imposition of new requirements, or after young farmers setting up as a farmer). This would have significant implications for implementation, resulting in a substantially increased administrative and control burden for all projects, as it would need to be verified for each case whether the holding already complied with Union law prior to the investment (e.g. manure storage capacity). This would make the requirements more bureaucratic and complex. A preferable approach would be a regulation that the supported investment must comply with Union law after its implementation, as the necessary documentation regarding the investment itself is already available to the paying agencies.

The fixed thresholds (EUR 130–240 per hectare) do not account for the diverse economic realities, production costs, and structural differences among Member States. Such rigid limits may constrain flexibility in allocating funds and could inadvertently exhaust financial resources, leaving insufficient support for other important interventions outlined in the plan.

Removing these limits would allow for a more adaptable and responsive approach, ensuring that financial assistance can be prioritized efficiently across a range of agricultural measures while avoiding unintended bottlenecks in funding.

Currently, some CAP interventions can have a maximum support rate above 75%/85% or even 100% compared to what is being proposed. We would like to keep the possibility for some interventions (for example investments, including non-productive) to benefit from a higher/maximum support rate.

6a. In the case of investments relating to diversification into plant-based proteins, Member States shall ensure that operational programmes incorporate the following:
(a) prioritisation of funding for projects organised by cooperatives or producer organisations owned and controlled by farmers;
(b) earmarking of a specific amount within the investment budgets for the establishment, expansion or modernisation of regional processing infrastructure, including cleaning, drying, sorting, storage, milling and heat treatment. This support shall be capped and shall be strictly reserved for equipment owned collectively by the farmers themselves.

Justification

The lack of processing infrastructure at regional level is a major structural bottleneck slowing down the agri-environmental transition. The earmarking of these amounts under the CAP is necessary in order to guarantee that the investments for which aid is granted do not benefit industrial models likely to harm the goal of food sovereignty for producers.

Justification

Former NRP Art. 35(4) subpar (2) with targeted amendments: inclusion of small farmers and farmers in areas with natural or other specific constraints. Raising the maximum support rate to 85% of eligible public expenditure for investments targeting young farmers seeks to provide a meaningful incentive for new entrants. The derogation allowing Member States to increase the support rate to 100% for the restoration of productive capacity following exceptional events further ensures adequate support for farmers in crisis situations.

Such organisations shall ensure efficient and durable action with the goal to concentrate supply and to adapt production to market requirements.
10. The Member State where the ginners are established shall approve interbranch organisations that satisfy the criteria laid down in paragraph 1.
11. In the case of farmers who are members of an approved interbranch organisation, the crop-specific payment for cotton for hectares that are eligible within the national base area laid down in paragraph 4 shall be increased by an amount of EUR 2. 1. Member States may provide crisis payments to farmers that are affected by natural disasters, adverse climatic events or catastrophic events. If such events occur, support should be made available to farmers as soon as possible. Those payments shall aim at ensuring continuity of the agricultural activity of those farmers and shall be subject to the conditions set out in this Article and as further specified by the Member States.
2. Support under this Article shall be subject to the formal recognition by the competent authority of the Member State that a natural disaster, adverse climatic event or catastrophic event, as defined by the Member State, has occurred and that those events, or the measures adopted in accordance with Regulation (EU) 2016/2031 to eradicate or contain a plant disease or pest, or the measures adopted to prevent or eradicate animal diseases listed in the Annex to Commission Implementing Regulation (EU) 2018/1882, or the measures adopted regarding an emerging disease in accordance with Article 6(3) and Article 259 of Regulation (EU) 2016/429, have directly caused damage that has resulted in the destruction of at least 20 % of the average annual production of the farmer based on the preceding three-year period or based on a three-year average with reference to the preceding five-year period, excluding the highest and lowest years, or based on an average calculated with reference to a period not exceeding eight years, excluding the highest and lowest years. Member States may use an alternative suitable method to calculate the losses suffered by young farmers or new farmers or in other appropriate cases, such as the introduction of new crops into a holding.
3. Member States shall establish the applicable support rates for compensating the loss of production. These rates may be higher for farmers who also implement interventions or other preventive measures at farm level to reduce the level of production and income risks for which support is granted; this shall not prevent adequate compensation being granted to all farmers. Indexes may be used for calculating the loss of production.

1. An EU Animal Welfare Roadmap shall pursue the objective that, by 31 December 2055, husbandry systems in the Union meet animal welfare outcomes consistent with the animals’ physiological, ethological and health needs, as assessed across the five interrelated welfare domains of nutrition, physical environment, health, behaviour and mental state, and as informed by the best available scientific evidence as reflected in scientific opinions of the European Food Safety Authority (EFSA).
2. The Animal Welfare Expert Group 1a in consultation with the Expert Panel 1b shall draw up proposals for Roadmap standards which are science-based and consistent with EFSA scientific opinions, technically and financially achievable within realistic timeframes and investment horizons as well as proportionate to the objectives pursued;
3. The Commission is empowered to adopt delegated acts laying down the Roadmap standards to be met incrementally by 2055. When preparing delegated acts under this Article, the Commission shall take due account of the proposals submitted by the Expert Panel. Where the Commission departs substantially from a proposal, it shall publish a reasoned explanation.
4. The Commission shall ensure consistency between the Roadmap and relevant Union policies and instruments, including interventions under the CAP, impact assessment procedures, opinions of the Regulatory Scrutiny Board and multiannual financial planning.

10. The Member State in which the ginners are established shall approve the interbranch organisations that meet the criteria laid down in paragraph 1.
11. For farmers who are members of an approved interbranch organisation, the crop-specific payment for cotton for eligible hectares within the national base area laid down in paragraph 4 shall be increased by an amount of EUR 2. For this purpose, Member States may establish specific requirements for the members of such interbranch organisations.

1. Bulgaria, Greece, Spain and Portugal shall grant a crop-specific payment for cotton to farmers producing cotton falling within CN code 5201 00. Those Member States shall establish specific requirements to guarantee a minimum level of production efficiency and product quality.
2. The Member States referred to in paragraph 1 shall ensure that the supported cotton production does not put excessive strain on natural resources such as water and soil. To that end, or in pursuit of other environmental or socioeconomic objectives, those Member States may grant the aid only for specific cotton varieties, in specific regions, or for specific types of farming, or may establish requirements related to agronomic practices.
3. The crop-specific payment for cotton shall be granted per hectare of eligible area of cotton.
4. The following national base areas are established:
(a) Bulgaria: 3 342 ha;
(b) Greece: 250 000 ha;
(c) Spain: 48 000 ha;
(d) Portugal: 360 ha.
5. The following fixed yields in the reference period are established:
(a) Bulgaria: 1.2 tonne/ha;
(b) Greece: 3.2 tonne/ha;
(c) Spain: 3.5 tonne/ha;
(d) Portugal: 2.2 tonne/ha.
6. The amount of the crop-specific payment per hectare of eligible area shall be calculated by multiplying the yields laid down in paragraph 2 with the following reference amounts:
(a) Bulgaria: EUR 636.13;
(b) Greece: EUR 229.37;
(c) Spain: EUR 354.73;
(d) Portugal: EUR 223.32.
7. The Member States referred to in paragraph 1 shall ensure that supported cotton production is compatible with the sustainable management of natural resources, such as water and soil, taking into account regional agronomic and climatic conditions, the availability of water resources, the use of efficient irrigation systems, soil management and precision farming. To that end, or in pursuit of other environmental or socio-economic objectives, those Member States may grant the aid for specific cotton varieties, in specific regions, or for specific types of farming, or may establish proportionate requirements related to agronomic practices. Those requirements will not result in the automatic exclusion of cotton production in irrigated areas where efficient and sustainable water management practices are in place.
11. For farmers who are members of an approved cross-sectoral organisation, the crop-specific payment for cotton for eligible hectares within the national base area laid down in paragraph 4 may be increased by at least EUR 2. To this end, Member States may lay down specific requirements for members of such cross-sectoral organisations, in particular requirements relating to quality, traceability, the concentration of supply, adaptation to market needs, sustainable water management, innovation or cooperation between farmers and ginners.

Justification

Is propose removing point (c) from the list of eligible support under this Article. This provision is overly broad and could be interpreted to fund businesses entirely unrelated to agriculture or forestry, which falls outside the intended scope of the CAP.

Support for rural start-ups that are not directly linked to agricultural or forestry activities is more appropriately addressed through cohesion policy instruments rather than agricultural policy. Maintaining point (c) risks diverting resources from farmers directly engaged in agricultural production.

By removing this general provision, funding remains targeted to agricultural and forestry activities ensuring consistency with CAP objectives and efficient use of Union financial assistance.

The specific allocation for support to young farmers is included in the NRPP. We support the allocation of 6% of the total amount dedicated to CAP interventions, as set forth in Article 10(2), point (a)(ii), for interventions targeting young farmers.

3. Support may also be granted under this Article for the setting up of producer groups with the aim of submitting joint applications for the registration of new indications under the quality schemes referred to in paragraph 1(a).

Generational renewal in farming is notoriously affected by major barriers to entry such as the lack of availability of land and credit. These issues are now systemic. The reluctance of farmers, often older farmers, to hand over their property partly explains why farmland is at a premium. This is a complex issue that touches on different socio-economic aspects of generational renewal. It would therefore be expedient to introduce a measure designed to encourage the transfer of agricultural holdings to young formers and provide some kind of support to those giving up their land.

Generational renewal in agriculture is notoriously hampered by significant and now structural barriers to entry, such as access to land and credit. With regard to the first point, another factor is the reluctance of farmers – who are often older – to transfer their holdings. This is a complex issue that touches on both the social and economic aspects of the generational transition process. It would seem appropriate to introduce a measure to encourage the transfer of holdings to young farmers, whilst also providing some form of support to the transferor.

Justification

Generational renewal in agriculture is hampered by structural barriers to entry, in particular access to land and credit. This amendment introduces a targeted measure to facilitate the transfer of agricultural holdings to young farmers by providing a form of support also to the transferring farmer, thereby addressing one of the root causes of the barriers to generational renewal in the sector.

Agricultural teaching, experimental and research holdings
1. By way of derogation from the definition of the term ‘holding’ set out in Article 4 of Regulation (EU) […] [NRP], an agricultural teaching, experimental or research holding shall be considered as an independent holding for all purposes pertaining to this Regulation, including capping, degressivity, redistribution payments and modulation of support as a function of size, and its operator shall be considered as an independent beneficiary in respect of this holding, provided that the following conditions are fulfilled on a cumulative basis:
(a) the holding is operated by a legal person governed by public law, a university, a professional body or a non-profit-making educational, training or research institution recognised under national law;
(b) the main purpose of the holding is agricultural and forestry education and training within the framework of an educational programme recognised under national law, agricultural and forestry research or agricultural and forestry experiments and demonstrations;
(c) the holding is operated independently in organisational, personnel and accounting terms and has a separate management structure as well as spatially delimited production units;
(d) the holding was already in existence as an independent production unit on 16 July 2025.
2. Separate aid applications may be submitted for each holding within the meaning of paragraph 1; an administrative decision shall be adopted for each holding. Infringements, discrepancies and sanctions affecting a holding within the meaning of paragraph 1 shall not affect the support granted to the operator’s other holdings.
3. The status of an independent holding pursuant to paragraph 1 shall not be deemed equivalent to the creation of artificial conditions for obtaining support. Member States shall verify fulfilment of the requirements under paragraph 1 on a regular basis, and shall revoke the status of an independent holding if one of these requirements is no longer fulfilled.
4. Operators shall not gain any entitlement under this Article to support for young farmers under Articles 14-16.

Justification

The amendment eliminates the mandatory aggregation of agricultural teaching, experimental, and research holdings operated by the same legal entity, a requirement that affects educational institutions, universities, research institutes, and professional bodies in numerous Member States. Each site constitutes a functionally independent production unit with its own management; applying capping, degressivity, and modulation to the combined total of all sites defeats the purpose of these instruments, which are intended to target large commercial farming structures. The four cumulative conditions—namely, that the operator is a non-profit entity, that the principal purpose of the holding is education, research, or experimentation, that the holding is genuinely organisationally independent, and that it existed before the date on which the Commission proposal was submitted—ensure that only genuine teaching, experimental, and research holdings are covered and that no commercial structure can subsequently fall within the scope of the provision through restructuring or the establishment of purported educational facilities.

Paragraph 2 removes the administrative concentration of risk associated with a single, consolidated aid application, under which errors at one site may jeopardise the payments for all sites. Paragraph 3 clarifies the relationship between this provision and the anti-circumvention clauses of this Regulation and requires Member States to carry out continuous verification. Paragraph 4 ensures that the separate treatment of such holdings cannot be relied upon to derive eligibility for interventions supporting young farmers.

Justification

Farm relief services are essential to ensure continuity of farm work and to make agricultural activity more compatible with sickness, childbearing, care responsibilities, holidays, training and other life events. They should therefore be supported by Member States rather than remain purely optional. The term “farmer” is too narrow, as family members working on the farm also contribute to the workforce, even where their work is unpaid. Extending access to them strengthens their position and helps secure the availability of labour on the holding.

Support for territory projects promoting agricultural sovereignty and resilience
1. The measure consists in funding a territory-wide assessment aimed at identifying promising agricultural projects to be supported or developed, in coordination, where necessary, with other regional economic stakeholders. This assessment leads to a shared multi-year roadmap designed to identify strategic projects common to a territory, together with the relevant adaptation measures. It takes into account production, the organisation of the industrial infrastructure, marketing channels, the need for climate change mitigation and adaptation, and the strategy referred to in Article 15. This scheme is co-financed at the rates set out in Article 35(4) of Regulation (EU) 20XX/XXXX [NRP Regulation].
2. For farmers, the roadmap referred to in paragraph 1 shall specify the existing provisions of this Regulation necessary to achieve the objectives. In particular, the transition measures referred to in Article 10, the investments referred to in Article 13 and the starter pack referred to in Article 14 may be utilised.
3. When selecting projects for funding under the European Competitiveness Fund and Horizon Europe, Member States shall ensure consistency with the sectoral projects set out in the roadmaps drawn up in accordance with this Article.
