Justification
Eligibility for CAP support should not be determined solely by age. Older farmers continue to contribute to agricultural production, rural vitality and intergenerational knowledge transfer. Member States should remain free to determine the most appropriate measures to support generational renewal. Farmers of retirement age remain subject to the same rules and obligations as younger farmers, including environmental standards, animal welfare, and production requirements. Forcing older farmers to relinquish support to accelerate generational renewal, does not effectively achieve real generational change. True generational renewal should be based on voluntary succession planning and on making the sector attractive for young people, showing that agriculture can provide a viable livelihood and is a growing, economically relevant sector.

An automatic exclusion from support upon reaching retirement age is not the most effective way to promote generational renewal, as many older farmers remain active and contribute valuable knowledge and experience to the sector. A more balanced approach is to encourage the voluntary transfer of holdings to young farmers through positive incentives, such as succession support schemes, tax incentives or transitional arrangements. Successful examples already exist in some Member States, for example, where succession partnerships encourage older farmers to gradually transfer management and ownership to the next generation while remaining involved in the farm during the transition period.

Landscape features are eligible since 2003, to disincentivise their removal. Not necessarily cropland or pasture, they contribute to the farm system, are integral parts of it. They stabilise land, reduce soil erosion, increase water infiltration and retention in the landscape, provide shade for livestock, are habitats of pollinators & predators of pests. Making their inclusion mandatory continues the status quo & ensures farmers are not punished for providing biodiversity & other public goods.

Coupled income support is an efficient income support tool that allows to target and give incentive to farmers to increase or maintain the production of products of importance for food security and/or for the provision of environmental services through a jointure between public and private goods. Most of coupled income interventions could fit into the definition of the WTO Blue Box set out in the Article 6.5 of the WTO Agreement on Agriculture and so far not be subject to the commitment to reduce domestic support. For other coupled income interventions, the Bound Total Aggregate Measure Support (AMS) for the EU is a high enough ceiling to allow for some trade-distorting interventions.

If the beneficiary’s beneficial owners can only be identified through the senior managing officials, pursuant to Article 63(1a) of Regulation (EU) 2024/1624, as no natural person exercises ownership or control within the meaning of that Regulation, only the condition laid down under paragraph 1(b) shall be relevant for purposes of the evidence referred to under paragraph 1. The amendment ensures, through two cumulative conditions, that substantial CAP payments are granted only to recipients who are genuinely rooted in the Union. The reference to beneficial owners under the EU anti-money laundering framework (point (a)) enables authorities to look through complex holding and subsidiary structures with identifiable natural persons as owners. The criterion of third-country control (point (b)), modelled on the well-established Article 9 of Regulation (EU) 2021/697 establishing the European Defence Fund, further captures widely held structures without controlling natural persons—such as foreign pension funds, sovereign wealth funds, investment vehicles, or listed companies—in which the beneficial owners under anti-money laundering rules could only be identified through the fallback criterion of senior managing officials, thereby allowing the nationality requirement to be circumvented by appointing managers who are Union citizens (paragraph 1a).
The threshold of EUR 300,000 and the presumption of compliance for natural persons identified through the Integrated Administration and Control System (IACS) ensure that no additional administrative burden arises for the Union's family farms; fewer than one percent of beneficiaries are affected. The aggregation of linked undertakings and the anti-circumvention clause, modelled on Article 62 of Regulation (EU) 2021/2116, prevent the artificial splitting of holdings into smaller units. Verification is carried out through the existing transparency registers, thereby preserving the "once-only" principle for data collection. Since the provision does not deprive anyone of property rights but merely establishes a condition for receiving voluntary public support, it is proportionate and compatible with Union law.

The proposed amendment reintroduces the complementary redistributive income support for sustainability as a mandatory and clearly defined instrument of the CAP direct payments framework.
Redistributive income support is an important tool for improving the targeting of direct payments and for ensuring a fairer distribution of support between different types of agricultural holdings.
The amendment also establishes a clear financial range by requiring Member States to allocate at least 10 % and no more than 15 % of their national ceiling for direct payments to this intervention. The minimum allocation ensures that the redistributive payment remains a meaningful and effective instrument rather than a purely formal measure. At the same time, the maximum allocation prevents an excessive transfer of resources away from other direct payment interventions, in particular basic income support, and therefore preserves the overall stability and predictability of income support for all farmers.
By setting this balanced range, the amendment strengthens fairness and solidarity within the CAP while respecting the diversity of agricultural structures across Member States.

Justification
The proposed amendment introduces a complementary income support for young farmers as a dedicated instrument within the direct payments framework. Generational renewal remains one of the key structural challenges facing European agriculture. Young farmers often encounter significant barriers when entering the sector, including high land prices, limited access to capital, increasing production costs, administrative complexity and difficulties in taking over or establishing viable agricultural holdings.
Complementary income support for young farmers is therefore necessary to strengthen their economic position during the most vulnerable phase of farm establishment and development. The first years after setting up a holding are typically marked by high investment needs and lower financial stability. Providing targeted support for a maximum period of five years helps young farmers consolidate their businesses, improve resilience and plan long-term investments.
The specific allocation for support to young farmers is included in the NRPP. According this AM is possible to allocate of 6% of the total amount dedicated to CAP interventions, as set forth in Article 10(2), point (a)(ii), for interventions targeting young farmers.

Justification
The amendment introduces Efficiency schemes as a new type of CAP intervention replacing and further developing the current eco-schemes. The objective is to maintain a strong climate and environmental ambition within the CAP, while ensuring that supported measures also contribute to the economic performance, productivity, resilience and competitiveness of agricultural holdings.
Experience with the current eco-schemes has shown that climate and environmental objectives must be better linked to the productive role of agriculture. Farmers need instruments that help them improve environmental performance without weakening their production capacity or reducing their competitiveness. The proposed Efficiency schemes therefore support practices, technologies, investments and management systems which deliver environmental and climate benefits while also improving farm efficiency, productivity, resource use and long-term viability.
Financing Efficiency schemes at 100 % from the Union budget is essential to ensure equal treatment of farmers across Member States. Climate and environmental transition should not depend on the different fiscal capacities of national budgets. Full Union financing prevents distortions between Member States and ensures that all farmers have comparable access to support for practices that are in the common European interest.
The requirement to dedicate an amount at least equivalent to 25 % of the national support envelope allocated to direct payments ensures that Efficiency schemes form a central part of the CAP architecture. This maintains the level of ambition currently associated with eco-schemes, while redirecting the instrument towards measures that bring measurable benefits for both environmental performance and farm competitiveness.
The amendment also ensures genuine additionality.

The support provided for in this Article may be provided to farmers, producer groups, producer organisations and agricultural cooperatives pursuing the activities referred to in paragraph 1 provided that the agricultural raw material used comes primarily from their own holding or from group members’ holdings. | |
| 3. Member States shall set the eligibility criteria and the level of support in such a way that it helps to strengthen local value chains, make agricultural holdings more competitive, develop on-farm processing, and boost the economic resilience of the agricultural sector. |

| Support for circular use of resources on agricultural holdings | |
| 1. Member States may provide support in order to promote circular use of resources on agricultural holdings so as to increase resource efficiency, reduce waste and reliance on external inputs, and make holdings more sustainable and resilient. | |
| 2. The support provided for in this Article shall be provided to farmers who implement on their holding at least two complementary closed-loop stages enabling resources, by-products or waste arising out of agricultural activity to be reused, recovered or recirculated. | |
| 3. Member States shall set the eligibility criteria and the level of support for the measures referred to in paragraph 2 in accordance with the list of eligible measures adopted by the Commission under paragraph 4. | |
| 4. The Commission is empowered to adopt delegated acts under Article 23 in order to establish a list of eligible measures involving closed-loop resource use on agricultural holdings, including the minimum criteria for closed-loop stages that are eligible for support under this Article. |
