On the draft Council decision on the approval, on behalf of the Union, of the amendment of Article 36 of the International Agreement on Olive Oil and Table Olives, 2015

The European Parliament,

–having regard to the draft Council decision (15592/2025),

–having regard to the draft amendment of article 36 of the International Agreement on Olive Oil and Table Olives (15592/2025),

–having regard to the request for consent submitted by the Council in accordance with Article 207(4), first subparagraph, and Article 218(6), second subparagraph, point (a)(v), of the Treaty on the Functioning of the European Union (C100001/2026),

–having regard to Rule 107(1) and (4), and Rule 117(7) of its Rules of Procedure,

–having regard to the opinion in the form of a letter from the Committee on Agriculture and Rural Development,

–having regard to the recommendation of the Committee on International Trade (A10-0101/2026),

1.Gives its consent to the amendment of the agreement;

2.Instructs its President to forward its position to the Council, the Commission and the governments and parliaments of the Member States.

The European Union is a party to the International Agreement on Olive Oil and Table Olives, 2015 and a Member of the International Olive Council. The Agreement provisionally entered into force on 1 January 2017 and will remain into force until 31 December 2026.

During the 119th meeting of the Council of Members of the International Olive Council (IOC) on 25 June 2024, the IOC adopted by consensus an amendment of Article 36 of the Agreement in order to allow the extension of the Agreement for periods of five years.

The file was referred to the European Parliament, on 6 January 2026. In accordance with Article 218(6) TFEU, the consent of the European Parliament is needed in order for the Council to adopt a decision concluding the Agreement and for the latter to come into force in due time.

In the light of the above, the Rapporteur recommends that the Parliament give its consent to the conclusion of the Agreement, without prejudice to its democratic right of continuous scrutiny.

The rapporteur declares under his exclusive responsibility that he did not include in his report input from interest representatives falling within the scope of the Interinstitutional Agreement on a mandatory transparency register, or from representatives of public authorities of third countries, including their diplomatic missions and embassies, to be listed in this Annex pursuant to Article 8 of Annex I to the Rules of Procedure.

I refer to the proposal for a Council decision on the amendment of article 36 of the International Agreement on Olive Oil and Table Olives [2025/0193 (NLE)].

AGRI Coordinators considered the matter at their meeting of 28 January. They endorsed the Commission’s proposal and asked me to convey their opinion to you pursuant to Rule 57.

This recommendation was approved by the AGRI Committee at its meeting of 24 February 2026.
