Deplores the Hungarian Government’s continued obstruction of the European Peace Facility (EPF), including through legal action before the General Court of the EU, which undermines the EU’s ability to provide timely and effective military assistance to Ukraine, as well as its continuous blocking of EPF support to Armenia; calls on the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) to find an alternative solution to overcome this blockage;	Amendment7. Notes the Hungarian Government’s continued objection to the European Peace Facility (EPF), including through legal action before the General Court of the EU, which influences the EU’s ability to provide timely and effective military assistance to Ukraine, as well as its continuous blocking of EPF support to Armenia; calls on the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) to respect a different viewpoint of an EU Member State on this matter;

Stresses that increases in defence expenditure and joint procurement will deliver sustainable security outcomes only if accompanied by an effective European preference; considers, in this regard, that Union instruments such as the European Defence Industry Programme (EDIP), the SAFE instrument and European defence projects of common interest should give clear priority to capabilities designed, developed and produced within the European Union, in order to strengthen the European defence technological and industrial base, reduce strategic dependencies on non-EU countries and ensure the operational sovereignty of the Member States;
