What changed between the draft committee report and the plenary report

The transatlantic partnership between the EU and the US is grounded in a shared commitment to democracy, the rule of law, and the rules-based international order. In view of growing global instability, the report underlines the need for a renewed and strategic EU–US relationship, based on mutual respect, strengthened cooperation, and a common vision for global peace, security, and prosperity.

It highlights NATO as the cornerstone of transatlantic security and welcomes increased European efforts to build a stronger and more capable defence pillar within the Alliance. The report calls for reinforced security and defence dialogue, close coordination on economic security, and enhanced cooperation in technological innovation, trade, and energy.

The report reaffirms the critical role of EU–US support for Ukraine, including through the use of immobilised Russian state assets for reconstruction, and addresses the challenges posed by authoritarian powers such as China and Iran.

It stresses the role of parliamentary diplomacy and recommends deepening structured exchanges, including at state and local levels, alongside broader engagement with think tanks, civil society, and academia to support the transatlantic partnership and ensure long-term strategic alignment.
